SENIOR REGIONAL COMMODITY LOGISTICS OFFICER (RE-ADVERTISEMENT)

 Project Background

The purpose of the Global Health Supply Chain (GHSC) — Procurement and Supply Management (PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, PSM supports country strategies and priorities that fall under the following three project objectives:

Global Commodity Procurement and Logistics
Systems Strengthening Technical AssistanceGlobal Collaboration to Improve Long-Term Availability of Health Commodities

Summary of Responsibilities:

The primary role of the Senior Regional Commodity Logistics Officer (RCLO) is to meet project objectives focused on improving data quality at all levels of supply chain activity in-country, building capacity of regional/district staff who supervise health facility commodity management, designing and rolling out of innovations to increase reporting rates, and increase access to information on stock status at all levels. The Senior RCLO will achieve this through provision of timely and hands-on TA to DHOs and health facilities on a need basis, in close collaboration with other project technical and other USAID implementing partners e.g. ONSE. The RCLO will also support drug accountability measures at sub-national level.

As Senior RCLO based in Blantyre, the incumbent will provide support and mentoring to other RCLOs and will play a team leadership role for the team of Regional Commodity Logistics Officer.

Specific Duties:
Technical (80f LOE):

Work with Regional/district MOH staff to bolster supply chain data visibility through identification of gaps in the performance of the supply chain and design innovative and practical solutions to close the gaps in a sustainable way
Give supportive supervision to health facilities; provide in-service training during these visits; and identify needs for supply chain management capacity building
Support the development of training curriculum that takes Into account Malawi-specific supply chain management objectives and challenges
Support capacity building of Regional/district MOH staff in data aggregation, analysis, reporting and use in decision making to ensure commodity security
Support the national drug accountability actions at sub-national level in order to ensure that accountability and visibility of commodity movement and use is improved.
Participate in and facilitate data review meetings at regional and district levels to enhance scheduled and deliberate analysis and evidence-based decision making
Investigate reported stock-outs and stock imbalances, and recommend immediate action to remedy the situation, in conjunction with DHO and the zone, when possible, and in coordination with HTSS/P.
Explore and recommend solutions for practical re-distribution of stocks within the region and across regions, including leveraging regional/ district-based NGOs and USAID implementing partners (IPs)Work closely with NGOs/IPOs, Regional MOH Quality Assurance Team Health Supervisors, Zonal Pharmacists, and DHOs to coordinate supply management interventions at regional level, especially with USAID IPs (3Cs approach),Support the appropriate use of the pre-fabricated storage units by ensuring that complete and relevant information about use, including SOPs is readily available to all health facility staff where these units are installed.
Help to coordinate, and attend, occasional meetings at Regional and district levels and in making sure country-specific supply chain/ logistics issues are on the agenda
Provide monthly reports on achievements, challenges, opportunities and possible solutions to mitigate the challenges and exploit the opportunities.

Team Leadership (20f LOE):

Work with the various RCLO to develop quarterly activity plans and budgets for interventions to be implemented in the various regions
Provide regular capacity building and mentoring for other RCLOs
Collaborate with the project M&E team to develop a plan for monitoring and tracking impact of interventions by the RCLOs for their supported regions
Collaborate with the LMIS team and other RCOs to regular review district LMIS reports, identify issues and develop action plans to address identified issues
Work with other RCLOs to prepare a consolidated monthly activity report

Qualifications & Attributes

Bachelor’s degree in pharmacy. Master’s degree in Pharmacy, Public health, Supply Chain Management or related fields an added advantage
At least Seven years’ professional experience in supply chain management of medicines and health products in public health programs required.
At least five years’ experience working in the Malawi public health sector supply chain at the district level or higher
Previous capacity building/facilitator experience for district and facility level supply chain staff highly desirable.
Ability to nurture and sustain productive relationships with Senior MOH officials at various levels and to leverage resources from other implementing partners to address identified challenges
Strong leadership and motivational ability.

Previous practical work experience in instrumentation maintenance, fault finding and PLC programming experience in industrialized plants is beneficial.High voltage experience (MERA Electrical Installers License).

Agricultural Expert Job Description

The Agricultural expert will cover tasks associated with the complete life cycle of projects — from initial assessment for:

Inclusion in the investment program;Admittance to education program;Consulting on business plan preparation;Plan review;Pre-funding assessment; and
Post funding monitoring and advisory services.

Outline

Reviewing draft proposals, advise as appropriate and submit to the coordinating team
Providing the proposers with guidelines on how to write up their business plans;Conducting field visits to assess the technical feasibility of the projects, in terms of choice of crops/livestock, environmental sustainability, Implementation approach and schedule, project financial requirements, etc.;Advising and reviewing corrected versions of the proposals/business plans and submitting to the coordinating team;Analysing the training needs survey forms to determine the kind of courses appropriate for the training of project managers;Submitting a report of the feasibility assessment providing clearance for financing of the projects and/or acceptance into an education program;Assisting the leaders of projects earmarked for financing in developing work plans, making key purchases of livestock, equipment;Assessing Project Progress at agreed intervals

Emerging stage: Projects which may lack updated business plan, out of date IPS, require site visit or follow up visit
Close to Funding Stage: missing key data or other viability metrics completion of key figures in business plans, requires final assessment.
Funded Projects: Help in early execution, purchasing decisions, follow up to assess progress, note variances from plan positive and negative
Projects that require additional work: Help identify problems Consult on plans to get back on course The Agriculture expert will have on going role of the consultant will be to monitor how well the curriculum, teaching and coursework is preparing students for successful projects
