The Higher Education Students Loans and Grants Board (HESLGB) was established by a Parliamentary Act No 2 of 2015 with an overarching mandate of facilitating and implementing the efforts of Malawi Government through its Ministry of Education in increasing access to higher education by providing loans to deserving needy students who have been registered in accredited institutions of Higher learning both public and private in Malawi. Resultantly, HESLGB has also to facilitate processes of loans recovery from students that benefited from such student loan facility since 1985/86 academic years.

CVE Officer Position Responsibilities Summary
HESLGB is looking for an experienced Civic Education Officer who is passionate about uncovering clients’ insights and delivering innovative civic mobilization and marketing campaigns. She/he will join a dynamic and fast-paced environment and will generate strategies that grow market share and HESLGB brand’s reputation, learn from and improve customer experience and drive growth and enhancing corporate branding of HESLGB.
CVE Officer Key Responsibilities
Analyze how HESLGB is positioned in the market and crystalize targeted clients insights,
Take brand ownership and provide the vision, mission, goals and strategies to match up to stakeholders’ expectations.
Translate brand strategies into brand plans, brand positioning and go-to-market strategies.
Lead creative development and create motivating stimulus to get targeted population to ‘take action”.
Establish performance specifications, cost and price parameters.
Measure and report performance of all civic education interventions, campaigns, and assess against goals (ROl and KPIs).
Monitor demands and reactions trends, conduct satisfaction research surveys on clients and beneficiaries to identify opportunities and key issues.
Coordinate and advertise activities to ensure consistency with HESLGB strategic plan thematic areas.
Monitor HESLGB loan products distribution and beneficiaries reactions
Anticipate bottlenecks.
Brain storm new and innovative growth strategies.
Align HESLGB around the identified and targeted brand’s direction, choices , tactics and messages.
Skills and Knowledge Requirements
Proven working experience in broader Civic Education or Social Campaign initiatives.
Drive for results and leaderships skills
Excellent understanding of the full audience mix.
Highly creative with ability to think out of box.
Experience in identifying targeted audiences and devising campaigns that engage, inform and motivate.
Proven ability to develop brand and marketing strategies and effectively communicate recommendations to the executive management.
Strong analytical skills and data-driven thinking.
Advanced communication and interpersonal skills.
Up-to-date with latest trends and community mobilization, marketing best practices.
Excellent command – of the English language.
Academic qualifications
Bachelor’s degree in Education or Social Work and Marketing or a related field.
