THE EXECUTIVE DIRECTOR

 The Role:

The Executive Director, reporting to Board of Directors, provides
vision, leadership, management and effective high-level representation
for Action Aid Malawi, in line with the established policies,
principles and operating practices of Action Aid Malawi, as well as
good management practice and the political, social, cultural and
economic environment of the country under the general direction of The
Board.

Qualifications & Experience:
The ideal candidate should have at least a Masters Degree either in
social sciences, development studies, management, international
development studies or any other development – related area.
• At least 5 – 10 years in the top management position of a
development organisation working in poverty alleviation programmes
with proven initiatives, flexibility and enthusiasm in managing
complex activities in a changing environment.
• Experience working as Executive Director for similar organisation
will be an advantage.
• Demonstrated senior management expertise, including proven ability
to lead and develop the capacities of multi-disciplinary professional
team undertaking comprehensive poverty alleviation strategy.
• Proven experience in managing complex financial control and
management systems with the budget size of at approximately MWK 16
billion a year.
• Demonstrated expertise in strategic and long term planning and the
ability to ensure that operational plans and activities meet targets
and appropriately reflect longer term perspectives.
• Proven experience of working and negotiating with Government
officials and Donors at all levels.
• Excellent negotiation and communication skills, including
demonstrated ability to handle sensitive diplomatic and Government
level negotiations on matters affecting Action Aid Malawi programmes.
• Sound awareness of the political, social, economic and historic
environment in which Action Aid’s poverty alleviation programmes are
operating at both national and community levels.
• Proficiency in English and a familiarity with the context of the
country as it affects development strategies.
• Strong analytical, problem solving, crisis management, conflict
management and risk management skills.
• The capacity to inspire others to give of their best to achieve a
desired result, whilst maintaining effective relationships with
individuals and teams as a whole and allocating resources

FINANCE OFFICER (CHILUNGAMO PROGRAMME)

 The Ministry of
Justice and Constitutional Affairs (MoJCA), as coordinator of the
Chilungamo Programme, is assisted by a Project Management Unit (PMU)
in the implementation of the programme which includes the provision of
technical assistance and ancillary tasks relating to planning,
monitoring, reporting, procurement, and financial management.
Applications are invited from suitably qualified and interested
Malawian citizens to fill the following positions in the PMU.
POSITION: FINANCE OFFICER- GRADE 3 ( 1 Post)
The Finance Officer will report directly to the PMU Finance Manager.

Qualifications and Experience

• Bachelor’s degree in Accountancy or Finance with at least three
years of experience in project accounting or relevant Diploma with
minimum of ten years’ experience.
• Knowledge of computerized accounting systems;
• A good level of communication skills both spoken and written English;
• Competency in handling budgets and accounting transactions.
• Knowledge and practical experience in European Development Fund
(EDF) procedures would be an added advantage.
Main duties and Responsibilities
• Assisting the day to day financial management of the Programme
Estimates in accordance with and in strict compliance with EDF
procedures;
• Checking the correct applications of contract and contract award
procedures according to EDF procedures;
• Reviewing liquidations from Beneficiary Institutions , ensuring
expenditure is in accordance with EDF procedures
• Checking the existence of adequate reliable supporting documents for
commitments, payments and any recoveries;
• Assisting in verifying the contractual and financial details of each
invoice, payment request and interim or final itemized statement of
account submitted to the administrator;
• Preparing and drawing up requests for payment of the initial
allocation (advance/ pre-financing) for replenishment and for closure;
• Assisting In operating and maintaining an effective and transparent
finance and accounting system.
• Assisting in preparing of Programme Estimates for submission to the
NAO and EU through Project Steering Committee (PSC).
• Assisting in providing training to accounts personnel in the
institutions and ensure that funds transferred to institutions are
property accounted for;
• Provide accurate, complete and relevant documentation for audit.
• Assisting to maintain a computerized financial management system for
all Programme expenditures;
• Any other duties as assigned by Manager.

REMUNERATION
The Chilungamo Programme (Justice and Accountability) will offer
competitive packages commensurate with the qualifications and
experience, inline with the EU approved salary scale for EU funded
programmes.

CONTRACT PERIOD
The successful candidate(s) will be offered an initial contract whose
duration will be linked to Chilungamo Start-Up Programme Estimate
subject to renewal upon satisfactory performance and endorsement of
multi- annual Programme Estimate for the Chilungammo Programme.

All the above positions are located in the Project Management Unit
(PMU) at the Ministry of Justice and Constitutional Affairs, Capital
Hill, Lilongwe.

FSL SUPERVISOR (2 POSTS)

 GENERAL OBJECTIVE

Food Security and Livelihoods Head Supervisor will be responsible of the supervision of Action Against Hunger’s food security and livelihoods activities in Southern Malawi with a particular focus on agriculture activities while mainstreaming disaster risk reduction and nutrition. The FSL Supervisor will be responsible of ensuring a on time and quality implementation of FSL activities in the field under the supervision of the Head of Project

SPECIFIC OBJECTIVES

Objective 1: Implementation of agriculture activities

Conduct agriculture trainings or support the facilitation of agriculture trainings for beneficiaries, agriculture department workers, other staff members or others as per the project workplan
Monitor the work of lead farmers, provide technical support where necessary and inform HoP and the Technical Coordinator on key issues faced with regards to agriculture activities
Organize experience sharing sessions, focus group discussions and other participatory field activities targeting smallholders farmers to increase knowledge on agriculture practices, issues and so forth
Contribute in the design and development of agriculture activities under the supervision of Head of Project
Supervise Field Officers in the daily implementation of these activities.
Objective 2: Contribute in the implementation of other Food Security and Livelihoods activities

Take active role in assessments and any other studies upon request of Head of Project
Support the implementation of other FSL activities such as distributions, trainings and so forth
Follow the instructions for mainstreaming nutrition and disaster risk reduction in food security and livelihoods activities
Supervise the Field Officers in the daily implementation of these activities
Objective 3: Representation, reporting and internal knowledge building

Contribute in the development of agriculture technical tools (training modules, adhoc reports, capitalization reports, case studies…) upon the request of Head of Project
Participate in workshops and adhoc meetings related to agriculture upon the request of Head of Project and Technical Coordinator
Provide regular reports to the Head of Project on the implementation of activities and team issues

QUALIFICATIONS AND EXPERIENCE

Bachelor’s and/or Master’s Degree in Agriculture or related studies
Minimum 2 years’ experience in agriculture programs
Previous experience in team management would be an asset
Previous experience in training farmers desired
Previous experience in working with extension officers would be an asset
Previous experience (or knowledge) of Chikwawa would be an asset
Previous experience within AAH (highly desirable
DESIRABLE SPECIFIC/ TECHNICAL KNOWLEDGE
Agronomy, agro-ecology, farmer field schools approach
Knowledge on poultry, goat and other livestock farming would be an asset
Excellent oral and written communication skills.

CONTRACT PACKAGE
