PACKAGING SPECIALIST

 Illovo Sugar Malawi Limited wishes to recruit a Packaging Specialist to be based at Nchalo Mill but regularly travelling to Dwangwa Mill. Reporting to the Packaging Manager, the successful candidate will be accountable for the provision of operational and technical maintenance services to the Packaging Stations at both Nchalo and Dwangwa Mills.

Main Duties and Responsibilities

Managing mechanical, electrical and instrumentation functions in the Packaging station whilst adhering to accepted engineering and quality standards.
Implementing effective preventative maintenance systems to reduce packaging machinery down time.
Maintaining optimal packaging spares and materials in order to achieve budgeted production targets on a sustainable basis.
Providing technical and operational guidance to Packaging maintenance teams and Operators.
Identifying and implementing continuous improvement initiatives in order to scale up production efficiency in the Packaging operations whilst meeting all Quality and Food Safety standards.
Creating and maintaining a safe working environment by implementing effective SHE systems.
Implementing and maintaining effective change control procedures for materials and machinery.

Qualification & Experience

Diploma in Mechanical or Electrical Engineering.
In depth knowledge of engineering installations in Packaging industry.
Sound experience of NPS and PMD Packing machines.
Good interpersonal, analytical, problem solving, communication and supervisory skills.
Must be computer literate and be proficient in Microsoft Office
At least 5 years working experience as a Maintenance Foreman and preferably having worked in a food manufacturing industry.

Check that employees are conversant with all ISO procedures and assist them where necessary
Ensure that sectional ISO audits are conducted within the planned time and that all corrective actions in case of non-conformities are done within specified time
Prepare a gap analysis between customer demanded Sustainable Tobacco Programs (STP) roadmaps and actuals on the ground to determine action plans
Identify training needs depending on non-conformances observed in the course of running the systems
Coordinate relevant internal training programs
Attend to STP and ISO related audits.

SENIOR (M&E) OFFICER

 Position Purpose

Reporting to the M&E Specialist, the Senior M&E Officer is responsible for leading and overseeing collection of monitoring data related to DREAMS activities under the FISH project. The Sr. M&E Officer will be based in Mangochi, and will closely work with the DREAMS Manager and FISH project staff to frequently engage with activities, review data collected for accuracy and quality, and advise project leadership on the project’s progress towards key indicators. The Senior M&E Officer will also advise project staff on the development of donor reports, and will aid in providing updates to key stakeholders on project achievements.

Key Responsibilities

The Senior M&E Officer will be fully dedicated to supporting and overseeing collection of data related to the DREAMS activities under the FISH project.

This will entail:

Regular visits to field implementation sites to verify project data, assess the M&E system, identify weaknesses and propose and implement solutions, and build the capacity of field workers
Support the timely submission of DREAMS data into USAID’s PROMIS database
Coordinate with FISH and DREAMS Mangochi-based staff on the work plan, and advise on project progress
Work closely with the M&E Officer and delegate responsibilities related to DREAMS data collection, analysis, and overview
Provide regular updates to project leadership and stakeholders in the relevant districts on DREAMS achievements
Coordinate with health facilities to verify referrals, and with other DREAMS partners to ensure data is not double reported
Conduct trainings for DREAMS staff on data collection systems and tools
Lead project assessments such as focus group discussions and questionnaire development for key information interviews to ensure project plans are on track
Advise FISH project staff during development of quarterly reports
Lead development of informational tools such as project summary documents and information on the website associated with DREAMS activities
Develop and implement a data flow/data management system for DREAMS activities.

Basic Requirements

Strong English language skills both written and oral
Degree in Public Health, Statistics, or other related field and at least 8 years’ experience on projects in the HIV sector
High degree of professionalism and organization with strong commitment to submission of deliverables in a timely manner
Proven ability to design and manage monitoring and evaluation systems on development projects
Demonstrated capacity to facilitate training workshops on M&E with local organizations
Experience supporting US Government funded programs in Malawi
Willingness to be based in Mangochi
Ability to travel at least 40f the time.
Preferred Qualifications

Knowledge of USAID M&E Reporting systems.

Procurement Officer (Grade: CM4)

Scope of Work

The Procurement Officer will be responsible for the procurement of supplies and equipment, coordinating procurement initiatives and projects, developing and executing of internal procurement systems, providing procurement advice and training, negotiating contracts and ensuring supply chain management as related to CHAM Secretariat and the facilities.

Key Duties and Responsibilities

Developing, implementation, executing and monitoring of procurement guidelines, procedures and policies (internal procurement systems), and ensuring that compliance is achieved across CHAM and the facilities.
Procurement planning and preparing monthly, quarterly, and annual procurement reports.
Prepares and implements the annual budget of the departments at CHAM and facilities.
Defines and manages key suppliers relationships to enhance deliverables in terms of costs, services and quality tenders.
Preparation of pre-qualification, bid invitations, contracts, bidding documents, request for proposals, and request and quotation documents along with invitations and notice.
Facilitates evaluation of tenders, proposals and quotations and preparation of evaluation reports.
Preparing, presentation and making recommendations for contract awards to the Internal Procurement Committee (IPC).
Conducting post-qualification and negotiations with the successful bidder.
Managing and handling overseas consignment with Malawi Revenue Authority and clearing agents and process the clearances of the consignment.
Managing imports/exports and provide technical guidance to management on trade terms.
Ensuring accurate recording of all proceedings of the IPC and project internal procurement meetings and timely production of minutes.
Qualifications and Experience

A Bachelor’s Degree in Procurement and Supply Chain Management from a recognized University and be a registered member of the Malawi Institute of Procurement and Supply (MIPS)
Minimum three years’ working experience in similar position
Experience working with international cooperating partners and in the health sector.
Requisite Knowledge, Abilities and Skills

Comprehensive knowledge of NGO sector administrative processes
Knowledge of Procurement Information systems and procedures
Ability to develop, implement and execute procurement systems and to train staff
Computer literate and proficiency of Microsoft Office
Excellent organisational, time management skills and the ability to multi-task and prioritise work
Self-starter, team player and able to deliver results on time
Attention to detail and problem solving skills
Excellent oral and written communication skills.
