PROJECT MANAGER SOCIAL PROTECTION AND RESILIENCE

 Main function and duties

Ensure efficient management and implementation of the Social Protection and Resilience programmes in respect of the EU rules and procedures, reporting and visibility guidelines,
Monitor financial and operational performance of projects through occasional field missions
Prepare draft terms of reference for tenders and contracts, participate in contract negotiations, preparation of contracts and contract amendments or revisions;
Participate in evaluation committees, technical meetings, coordination meetings, steering committee meetings, workshops and conferences as required
Ensure sound financial management of the programmes and assist in all aspects of financial management including validation of Invoices and payment certificates for projects, procurement, financial transactions, evaluations and audits in line with relevant Financing Agreements and Contracts,

Qualifications:

University degree in a relevant discipline or related field is required.

Experience and knowledge:

A minimum of 3 years of relevant post-degree work experience is required, preferably in the area of development cooperation
Experience implementing Social programmes,
A good appreciation cf the policy context in Malawi, especially with regards to Social Protection and/or Resilience is an important asset
Excellent oral and written communication skills in English are required, as well as good presentational skills and knowledge of Word and Excel
Sound understanding of project and financial management.
Expenence of adhering to administrative procedures in a systematic manner
Abilities and skills:
Ability to set priorities analyse needs and convert those trite plans and action as management well as effective time
Personality:

Demonstrated commitment to development cooperation.
Good resilience, showing drive and determination in the pursuit of goals, even when faces with difficulties and when working under pressure

Required qualifications, competences and experience

Qualifications

work experience in the health sector of Malawi with a focus on human resource management or human resource development
experience working with a development partner organisation is an advantage
Other knowledge, additional competences

Scope:

The ONSE Project Start-up Specialist will be contracted for 90 days and/or until a full-time ONSE Project Manager has been recruited and is in post. The Specialist will be an expert on USAID contracts and compliance and will initiate the ONSE project, ensuring that all vital structures for service delivery, monitoring and evaluation, data validation, reporting and all other elements are established and sustainable going forward. In so doing, he/she will draw on the findings of the results of a separate assignment conducted by another consultant to determine the capacity of BLM to manage USAID contracts.

Specifically, in collaboration with the BLM Country Director and Senior Operations Director, the Specialist will:

Leadership

As required, recruit and train a capable project team to lead the country ONSE project management and ensure capacity is built among existing BLM staff to implement the ONSE project;
Project Initiation

Participate in any start up activities organised by MSH,
Develop and lead the delivery of a ONSE project inception meeting with BLM staff and partners as required;
Provide strategic leadership and management oversight of the establishment of the ONSE project at BLM,
Act as the official point of contact with MSH/ Malawi the London-based Regional Support Team and USAID Team on all matter related to the ONSE project until the Project Manager is recruited keeping the Country Director closely updated,
Cultivate relationships with MSH/Malawi and other stakeholders involved in the project;
Develop an Annual ONSE project Implementation Plan as required;
Systems/process adaptation

Lead the implementation of recommendations from MSI and or external consultants on adjustments to BLM’s systems and processes (financial and otherwise) to make them USAID contract ready,
Make own recommendations to the BLM executive team on adjustments to BLM’s systems and processes (financial and otherwise) to make them USAID contract ready;
Experience:

USAID project management experience and USAID contract compliance essential, Chief of Party experience desirable,
Demonstrable experience in establishing’ start-up of U.S. Government and other donor funded programming (health and family planning programming a distinct advantage);
Proven knowledge and experience applying U.S. Government assistance rules and regulations, specifically applicable Federal Acquisition Regulations (FAR), and the Agency for International Development Acquisition Regulations (AIDAR), including family planning compliance;
Proven experience in operationally demanding and challenging environments Ito include recruitment and training of teams):
