TECHNICAL LEAD MARKET ACCESS AND TRADE

 MAIN TASKS AND RESPONSIBILITIES

Coordinating training in marketing and trade using the Land O’Lakes’ AgPro modules to develop viable FBOs among project beneficiaries;

5. Assisting producer groups, processors, and input/service providers to identify and develop market, trade linkages and distribution systems through research on new value chain products that may have commercial viability;

6. Facilitating development of improved wholesale markets and aggregation points by FBOs, SMEs and large processors;

7. Liaising with government’s Ministry of Industry, Trade and Tourism (MoITT) and other partners to ensure the project meets or exceeds its market access and trade target beneficiaries;

8. Working closely with M&E Manager, Specialist and Deputy of Chief of Party to ensure that specific indicators for measuring the impacts of markets and trade interventions as required by Land O’Lakes and USDA reporting;

9. Liaising with other Land O’Lakes regional and in-country technical staff (including those in fruit and vegetable value production, processing and M&E) to ensure effective integration and delivery of interventions throughout the targeted value chains, ensuring implementation of recommendations made.

10. Supporting the Communications Specialist in identification and writing of market and trade related project success stories and maintenance of up to date project picture databank.

11. Support the Finance Director in timely reconciliation of advances taken by staff in the market & trade department for implementing activities,

12. Supporting the M&E manager in collection and compilation of market and trade related data,

13. Submitting monthly activity plans, reports and upload market & trade project documents to DevLink as a means of fostering information sharing.

14. Providing guidance to management on how to further improve the implementation of MSIKA project, from the market and trade perspective;

15. Ensuring that technical staff in his/her unit, adhere to the project implementation work plan;

16. Ensuring that actual expenditures in the market access and trade unit’s activity areas remain within budget;

17. Supervising and performance managing, coaching and mentoring the Market Linkages and FBO Specialists;

18. Performing other duties as assigned.

Required Qualifications:

Bachelor’s degree in Marketing, Trade, Agribusiness, Agriculture Economics, or equivalent of a Diploma with minimum of 3 years related work experience.
Experience in social research/survey work in a development organization.
Fluent in spoken and written English and Chichewa languages.
Experience in working with and training small, medium and large scale farmers.
Good time management skills and willingness to work occasional long hours and travel to the field frequently.
Ability to work in a team as a good communicator.
Excellent computer skills in Microsoft Word, Excel, PowerPoint and SPSS.

Audit and Compliance Officer

Duties and Responsibilities

Review the reliability and integrity of financial and operational information through review of automated systems and enforcement of maintenance of complete and authentic documentation

Ascertain that PSI Malawi assets are safeguarded by ensuring that PSI has adequate controls for safeguarding assets and verifying their existence where appropriate

, Review PSI/Malawi policies, donor and legal compliance (Government Laws and regulations)

Provide consultancy on Policy and other regulatory compliance matters

Ensure new employees and Management are oriented on PSI Malawi core values

Conduct quarterly training /refreshers for continuing employees and Management of PSI/Malawi on Core values

Conduct regular audits of financial controls and management system.

Conduct special audits (reviews) to identify any data error, unaccountable transactions, faulty or inefficient processes

Monitor the implementation status of recommendations made by PSI internal audit team, PSI’s Global Internal Auditors, donor auditors, financial statement external auditors, and other audit recommendations

Evaluate PSI Malawi Risk assessment during audit engagement and support monitoring compliance with risk management activities

Attend stock counts as an independent person and petty cash count verifications

Perform investigations into suspected frauds

Qualification & Experience

Degree in Finance/Auditing along with computer literacy for spreadsheets and word processing, preferably advance excel spread sheets

With 3 years of audit working experience.

Skills and Competencies

Have an understand of different donor requirements and procedures

Excellent oral and written communication skills

Understanding of Internal controls, continuous assessment and introducing new ones

Innovative ways of closing the loop on fraud and unethical dilemma

maintenance and repairs
• Maintain vehicle log books and keep them up to date at all times,
while monitoring fuel-consumption, mileage, services, repairs and
parts replacement in order to facilitate overall monitoring of all
project vehicle usage
• Ensure that all project vehicles are always clean, roadworthy and
all permits are valid prior to any departure
• Ensuring the safe and secure parking of all project vehicles when not in use
• Support the day-to-day administrative operations of the PMU
• Perform other duties as delegated by the Finance Manager and the PMU
Senior Secretary.

• Knowledge and experience of procurement rules and procedures of
European Development Fund (EDF) or other donors.
• Thorough knowledge and experience of procurement rules and
procedures in donor funded projects.
• Fully computer literate with proven competence in Microsoft Office Suite.
Main duties and responsibilities
• Liaison with Chilungamo Programme Beneficiary Institutions to
prepare Terms of Reference and technical specifications.
• Drafting tender dossiers for various procurements.
• Preparation of procurement and award notices, drafting contract documents.
• Preparing and monitoring the implementation of procurement plan
during the evaluation and award process.
• Secretarial support to EDF evaluation committees during the
evaluation procedure.
• Liaison with the National Authorizing Office Support Unit and EU
Delegation on procurement matters.
• Drafting contract documents, notifying successful tenderers of
contract award and publication of award.
• Maintaining an up to date Chilungamo Programme asset register with
relevant details for easy reference and ensuring that Beneficiary
Institutions correctly account for assets.
• Take measures to ensure the visibility of the EU financing.
