FINANCE AND ADMINISTRATION OFFICER

 Main tasks and responsibilities include:

Prepare payments and accounts payable vouchers, ensuring that all supporting documents are included in accordance with Land O’Lakes and donor policies and procedures;
Key transactions into CostPoint in a timely and accurate manner;
On a monthly basis, ensure that all financial documents are completed with the necessary approvals and supporting documents (according to FOAM 2.0 and the Finance Manual), copied and sent to the main office for further action.
Manage travel advances issued to Dedza staff, ensuring that they are cleared within 14 days of trip completion, and no additional advances are issued before liquidating previous ones;
Handle petty cash for the Dedza office;
Coordinate with the Finance Director in the provision of technical assistance to the field office staff on accounting and financial matters;
Support the Lilongwe finance and administration team during internal and external audits by availing requested documents and information.
Facilitate procurement for the field office and maintain an asset registry in coordination with the Lilongwe Operations Manager;
Maintain an office information board with a travel tracker and internal memos/notices;
Coordinate timely information dissemination via interoffice memos, regarding meetings, vehicle use, IT processes, etc. to the field office.
Manage the motor vehicle fleet and allocation of drivers, track and monitor fuel consumption by motorbikes and vehicles, and prepare monthly motor vehicle usage summaries to be shared with the Lilongwe office;
Assist in scheduling orientation and training of new staff members;
Support the field office with coordination of official travel for the team;
Support the organising of MSIKA events and workshops;
Support field office start-up and close-out;
Maintain HR-related documents as per Land O’Lakes ID’s Record Retention Policy;
Play a key role during staff meetings; taking minutes, tracking action items and providing updates on office operations;
Respond to incoming email requests and queries on behalf of the field office;
Utilize established SharePoint system (DevLink) to store key documents and share key project and country related information with other staff;
Engage with various project vendors and service providers to ensure office assets and services are wellmaintained;
Manage field office drivers’ performance reviews;
Review and approve field office drivers’ timesheets; and
Any other duties assigned by supervisor.

Reporting & Supervision:

The Finance and Admin Officer reports to the Operations Manager but also works closely with the Finance Director on finance issues. S/he will also supervise two field office drivers.

Required Skills and Qualifications:

Bachelor’s degree in Human Resource or Business Administration with 5 years office administration experience in an international development organization;
Experience administratively managing and office;
Strong collaboration and interpersonal skills;
Unquestionable ethics and integrity;
Excellent organizational skills with an emphasis on attention to detail ;
Familiarity with local labor laws, policies and practices;
Professional proficiency in English required;
Excellent computer skills in MS Office;

TECHNICAL LEAD PROCESSING AND VALUE ADDITION

Working closely with the TA in facilitating linkages between producer groups and financial service providers from which the former will access financial support;
Working with MSIKA implementing partners, TechnoServe and MSU, to design and implement ToT training programs for government extension staff, lead farmers and ensure that knowledge and skills gained are disseminated and reach fruit and vegetable farmers in project impact areas;
Supporting development of user friendly new PHH, storage and processing infrastructure and technologies which promote value addition without compromising on product quality;
Coordinating and working with MSU, TNS, Malawi Bureau of Standards (MBS) to develop strategies to improve quality standard operating procedures and regulatory framework for fruits and vegetables based on the international principles of GAP, Hazard Analysis and Critical Control Point (HACCP) and principles of food handling and marketing;
Providing leadership among key partners and stakeholders in facilitating the development of a monitoring system that will enhance compliance to the raised product PHH, aggregation, storage and processing standards;
Liaising with other in-country technical staff from relevant development-focused organizations (including those in ag-production, processing & value addition etc.), in order to enhance information sharing and learning throughout the targeted value chains;
Supporting the Communications Specialist in identification and writing of PHH and agro-processing related project success stories and maintenance of up to date project picture databank;
Ensuring timely reconciliation of advances taken by staff in the PHH, agro-processing department for implementing activities;
Submitting monthly activity plans, reports and upload PHH and agro-processing project documents to DevLink as a means of fostering information sharing.
Providing advice and guidance to management on how to further improve the implementation of MSIKA project;
Ensuring adherence to the project implementation work plan and that actual expenditures in the PHH, storage and processing unit’s activity areas remain within budget.
Supervising and performance-managing, coaching and mentoring the processing and business analyst and the product storage specialists;
Performing other duties as assigned.

Required Qualifications:

Bachelor’s degree in ag-engineering (major in food processing, food safety), or equivalent of a Diploma with minimum of 3 years related work experience.
Experience in social research/survey work in a development organization.
Fluent in spoken and written English and Chichewa languages.
Experience in working with and training small, medium and large scale farmers.
Good time management skills and willingness to work occasional long hours and travel to the field frequently.
Ability to work in a team as a good communicator.

 Position Summary and Primary Responsibilities:

The MEL Specialist will support the MEL Manager in development and maintenance of the MSIKA M&E system, oversee field adoption and use of M&E tools, conduct capacity building of field staff, temporary enumerators, and community stakeholders in project monitoring including data collection, data entry, data anlysis and reporting.

Support the MEL Manager in development and administration of the MSIKA performance monitoring plan (PMP);
Monitor all project activities to determine progress toward targets;
Support development and review of data collection tools;
Support timely data entry into IMPACTS, Land O’Lakes internal database system;
Lead training and monitoring of field based staff’s use of IMPACTs tablet-based data collection system;
Organize, file, and maintain field M&E hard copy files;
Complete timely filing and archiving of MSIKA project documentation (reports, questionnaires, data etc.) according to the Land O’Lakes ID record management tool;
Coordinate the collection of regular monitoring reports from the field staff, partner organizations and FBOs;
Support the aggregation of data submitted in the regular monitoring field reports;
Support training and orientation of MSIKA staff as well as enumerators, data entry clerks, and community/stakeholders in MEL related activities;
Conduct frequent and random field visits to monitoring and confirm quality data collection by field staff.

Required Skills and Qualifications:

Bachelor’s Degree and at least three (3) years of experience designing and implementing quantitative and qualitative research methods for agricultural and/or innovation program monitoring and evaluation within an M&E framework for agriculture and the private sector; preferably with a US government-funded project.
Experience in supporting development of data collection methods and tools.
Experience in supporting implementation of systems for data entry, analysis and storage;
Experience using and training field staff in tablet-based data collection system
Demonstrated knowledge of results-based management
Ability to establish priorities and to plan, coordinate and monitor tasks
Highly developed conceptual, analytical and innovative problem-solving ability
Computer literacy and competency in use of Microsoft Office software
Competency in quantitative data analysis software (SPSS or Stata)
