SENIOR SECRETARY — GRADE 4 (1 POST)

 The Senior Secretary will report directly to the Project Management Unit Finance Manager and will perform secretarial and office administration duties in support of the core operations of the Chilungamo Programme.

Qualifications and Experience

A Diploma in secretarial management with seven years experience or Advanced certificate with a minimum of ten years of relevant experience
At least seven (7) years secretarial experience, preferably in donor funded projects or international organizations.
Proven competence in the setting up and maintenance of an office filing and administrative system.
Fully computer literate with proven competence in Microsoft Office Suite.
Knowledge of modern office practices, procedures and equipment.
Experience in the planning and coordination of events, meetings and workshops.
Typing speed of 120 words per minute.
Main duties and responsibilities include:

Supervision of the driver and office assistant.
Maintenance of the PMU correspondence/mail/filing/document system.
Maintenance and administration of PMU personnel files.
Maintenance of the PMU office inventory. Administrative coordination, logistical preparations and minute-taking at PMU organized meetings.
Planning and coordination of meetings/diaries of senior PMU staff.
Coordinate the management of PMU office supplies, PMU petty cash and fuel replenishments.
Troubleshoot internet, computer problems and basic systems administration in close coordination with relevant Service Providers
Coordinate and maintain PMU Service Level Agreements (SLA), including for the Local Area Network (LAN).
Provide day-to-day secretarial and administrative support to PMU staff.
Assist in fleet management for the PMU

REMUNERATION

The Chilungamo Programme (Justice and Accountability) will offer competitive packages commensurate with the qualifications and experience, inline with the EU approved salary scale for EU funded programmes.

CONTRACT PERIOD

The successful candidate(s) will be offered an initial contract whose duration will be linked to Chilungamo Start-Up Programme Estimate subject to renewal upon satisfactory performance and endorsement of multi- annual Programme Estimate for the Chilungammo Programme.

Main duties and Responsibilities

AGRONOMIC TRAINING SPECIALIST

6. Facilitating mounting of recommended/approved technologies on demonstration plots on Yankho plots and farmer field schools located at strategic sites within target EPAs and districts;

7. Working with the government Department of Extension Services (DAES), Develop value chain specific extension training materials, ensuring that the materials are simple and user friendly.

8. Facilitating roll out of ag-extension training primarily among selected Govt. Extension workers and Lead Farmers (ToT) and later to ordinary value chain specific farmer beneficiaries;

9. Working with government Department of Irrigation and Water Development (DAI) identify potential sites on which on-farm irrigation technologies can be demonstrated and from where farmers can learn appropriate irrigation technologies;

10. Assisting farmers to translate irrigation technologies on their farms and monitoring adoption (application) of the technologies after training;

11. Working with MSU, LUANAR and DARTS, facilitating collection of soil samples and arranging testing of the same locally and outside the country; and ensuring results from the tests are disseminated to relevant stakeholders;

12. Working closely with the Private Sector Development Specialist, ensuring that space is allocated at Yankho plots for display/demonstration of private sector firms’/companies’ products and/or services;

13. Working closely with the M&E Manager and Specialist, ensuring necessary systems and tools are available for measuring the impact of private sector engagement in MSIKA project;

14. Liaising with the MSU, LUANAR, DARTS in order to keep abreast with developments in the fruit and vegetable sector and horticultural industry in general, while identifying opportunities for growth of MSIKA project ag-production interventions;

15. Ensuring value addition and sustainability of technologies generated and introduced through adaptive research studies;

16. Supporting the Communications Specialist in identification and writing of agronomic related success stories and their maintenance in the project picture databank;

17. Submitting monthly activity plans, reports and upload agronomic intervention documents to DevLink as a means of fostering information sharing;

18. Ensuring adherence to the program implementation work plan;

19. Performing other duties as assigned.

Reporting & Supervision:

The Agronomic Training Specialist will report directly to the Deputy Chief of Party, ensuring vertical and horizontal accountability and will supervise eight Farmer Business Coordinators.

Qualifications:

Bachelor’s degree in Agriculture (major in horticulture) or Diploma with minimum of 3 years related work experience;
Experience in agricultural sciences research work;
Fluent in spoken and written English and Chichewa languages;
Experience in capacity building of medium and smallholder rural farmers;
Good time management skills and willingness to work occasional long hours and travel to the field frequently;
Excellent computer skills in Microsoft Word, Excel, PowerPoint,

13. Liaising with the Land O’Lakes-ID headquarters communications department and ensuring that MSIKA is regularly featured under the internal e-newsletter and other communications platforms;

14. Submitting monthly activity plans, reports and regularly uploading project success stories on knowledge management platform as a means of fostering information sharing;

15. In liaison with the DCOP and M&E Manager, taking lead in the coordination of donor reports;

16. Ensuring that expenditures in his/her program activity areas are accurately forecast and remain within budget;

Required Qualifications:

Bachelor’s degree in Journalism or Communications with minimum of 3 years related work experience;
Experience in researching, interviewing and writing stories that support project objectives and demonstrate impact;

DRIVER (3 positions)

 Position Summary and Primary Responsibilities:

The Driver is responsible for providing logistical support for the project, keeping passengers safe and under the supervision of the Operations Manager, monitors vehicle service requirements and recommend schedule of maintenance/repair.

Main tasks and responsibilities include:

Adhere to Land O’Lakes’ policies and procedures in undertaking the position of driver for the MSIKA Program;
Ensure provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized personnel and delivery/collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required;
Ensure cost-savings through proper use of vehicle and accurate maintenance of daily vehicle logs, provision of information for preparation of the vehicle maintenance plans and reports;
Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.;
Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts;
Ensure that all immediate actions required by internal and local government’s rules and regulations are taken in case of involvement in accidents; and
Other duties as assigned.

Reporting & Supervision:

The Driver will report to the Operations Manager in Lilongwe and Finance and Administration officer in Dedza.

Required Skills and Qualifications:

At least ten (10) years of experience as a driver
A valid Malawi driver’s license
A good understanding of the geography and roads of Malawi, the rules of the road, cities and town, hotels, restaurants, major landmarks, etc.
The ability to recommend the best routes and driving locations for field trips especially those involving longer or unsafe distances.
Safe driving skills as evidenced by a sound driving record in Malawi
A good knowledge of vehicle mechanics including tools, repairs and routine up keep.
Knowledge of maintenance requirements tools, and basic office equipment
Experience driving in urban streets and the districts roads
A communicative level of proficiency in reading, writing and speaking English
