SENIOR IT SPECIALIST

 Specific Responsibilities

Information Technology Systems

Test and evaluate new software and hardware, and ensure that all installations are in accordance with MSH standards and manufacturer’s specifications and recommendations.
Responsible for development, implementation and maintenance of systems solutions and applications including development methods and standards.
Manages and develops upgrades to MSH Malawi’s telephone system.
Oversees all telephone systems and changes, including routing for seating assignments.
Oversees the administration and maintenance of computer stations and software and provides additional support as needed.

Networking

Develops and implements appropriate IT networking infrastructure to support effective and efficient implementation of MSH Malawi projects.
Design, implementation, maintenance and day-to-day operation and control of LAN/WAN/communications networks for MSH Malawi.
Perform network administration including maintaining network server functionalities; installing, upgrading, configuring, integrating and maintaining network control, network devices and peripherals, and management system software; installing and configuring applications to network systems; performing network system back-up, and data recovery functions. Defragment and clean-up disk on monthly basis
Oversees the administration and maintenance of the MSH Malawi’s IT infrastructure.
Setup network diagrams and change accordingly when system changes.

Help Desk Management

Manage help desk function and responds to escalated help desk issues.
Establish a communication system for end users to ensure the full functionality of the system and troubleshoot problems as they arise, including support for end-user acquisitions, help desk functions and end-user advice, training end-users on software and trouble-shooting hardware related problems.
Oversees the administration and maintenance of all software and networks.
Interacts with internal clients to help resolve IT-related issues; provides answers in a timely manner.

Management

Overall management of the IT functions and supervision of IT staff
Deploy and manage all hardware and software related to the project(s), including various computer units and databases.
Plan for both new and replacement equipment and software purchases required for the projects and provide input into the MSH Malawi procurement plan for IT related items.
Serves as main point of contact on all IT-related matters for MSH Malawi; serves as primary liaison with Home Office IT staff.
Liaise with Home office IS for any IT standards and policies that need to be implemented at MSH Malawi office and make sure the standards and polices are implemented accordingly
Assess needs and organize training of staff on various computer software and hardware issues, and create materials for end-user frequently asked questions.
Responsible for technical support to maintain MSH Malawi databases
Identifies and provides standards for gathering information for use in trend analysis and reports to COMU Director.
Sets and manages internal client expectations and day-to-day internal client interaction.
Communicates effectively with internal clients to identify needs and evaluate alternative business solutions.
Continually seeks opportunities to increase internal client satisfaction and deepen client relationships.
Ensure that MSH corporate policy on standards of equipment is maintained, and provide technical input on procurement of all IT equipment and accessories
Responsible for the management and implementation of all changes to MSH Malawi IT systems and applications and ensuring their continued availability and effectiveness.
Ensure proper system to track and monitor the use of pool IT equipment
Manage the acquisition and maintenance of software licenses in liaison with home office IS team
Provide specific support to projects in meeting data or information system management needs where applicable.

Qualifications and Experience

Advanced University degree in Information Science, Information Technology
5 years of related experience
Demonstrated ability in network administration, software application and internet administration
Demonstrated ability to communicate clearly , and concisely in English
Previous USAID experience preferred
Ability to travel throughout the country and outside the country

Overview

The Director of Country Operations has primary responsibility for ensuring that MSH operations in Malawi are efficient and effective, in compliance with MSH standards, donor regulations and local laws and support attainment of project results and client expectations. The COMU Director is part of the Country Leadership Team and is responsible to manage finance and operations risk. The COMU Director manages the budget for all country operations activities:

Qualifications and Experience

Minimum of a Master’s degree in business administration, financial management, accounting, or other relevant discipline or equivalent experience; minimum of 7 to 8 years mid to senior level experience managing operations in organizations of similar scale as MSH required; experience working for international organizations with US Government funding strongly preferred; prior work experience with non-USG, foundations, and other donors a plus.
