 Inter AIDE is looking for an Administration Manager based in Lilongwe, Malawi.

Inter Aide is a French and field oriented NGO which has been implementing development projects in the rural areas of Malawi since 1991, in the areas of WASH, Agriculture and Community Health. The objective of the position is to support all of Inter Aide programs (and its local partners) in administration and finance, improve procedures and audits and represent the association if needed.

Main duties and responsibilities

Requirements

University Degree in a related field (Administration, Management, Law…)

EXPECTED RESULTS

Work in collaboration with Non-Government Organizations (NGOs) and other relevant partners in the particular district in order to foster positive synergies with Afikepo;
Facilitate data collection efforts at district level, particularly guiding Afikepo team to gather relevant data on nutrition and agriculture, ensuring high quality standards;
Coordinate, draw linkages and synergize with Pillar 2, 3 and 4 of Afikepo and other projects with similar objectives in overlapping districts;
Facilitate linkages between the programme and value chains and market oriented platforms active in project districts in supporting smallholder farmers to produce for the market;
Provide on-the-job support to government counterparts, particularly to DNCC, District Health Office (DHO) and District Agriculture Development Office (DADO) staff;
Facilitate the exchange of information between Agriculture Extension and Nutrition Extension Government teams at district level and EPA level, and with other implementing partners as well;
Collect project implementing information as per requested by the District Coordinator and Afikepo Staff;

Required Competencies

ACADEMIC QUALIFICATIONS:

Technical Competencies and Experience Requirements:

Experience in identifying and promoting proven agricultural technologies that have potential to increase productivity, and incomes;

DISTRICT MONITORING AND EVALUATION OFFICERS ( 5 positions)

 Technical roles:

Support the design of a sound Monitoring and Evaluation System that would be able to capture nutrition and food security data at community level;
Provide training to different stakeholders at district level on the use of indicators, data collection activities, reporting and information management;
Provide needed training on report writing for project and counterpart staff implementing different project activities;
With the help and guidance of Lilongwe and Blantyre based M&E Officers, and relevant project coordinators, support the implementation of baseline surveys (type of data, questionnaire design, sampling procedure, statistical analysis, etc.) at the beginning of the project in order to collect all required baseline data for measuring progress and impact achieved during routine monitoring activities, mid-term and final evaluations;
Develop reporting systems for project activities, reporting formats, frequency of reporting, etc.;
Supervise reporting of all project activities in the two assigned districts and processing of the reports in databases and progress reports;
Provide assistance in and supervise development of project database(s) and, when ready, assist and supervise data entry and management of project database(s);
Conduct/initiate studies to document implementation and impact of different project approaches;
Ensure timely data collection, analysis and reporting on key program indicators on a monthly basis;
Support the review of data with DNCC members and prioritize planning based on data and gaps identified;
Prepare technical reports as may be required or requested and prepare an end-of-assignment report;
Represent FAO in the District level M&E forums and coordination structures in matters of M&E; and
Carry out any other related tasks as may be required by the AFAOR for programs.

o At least five years of proven experience in monitoring of agricultural activities and projects.

o Strong technical skills in developing reporting systems, database management and statistical analysis (qualitative and quantitative data collection and analysis), and tailor made training in M&E.

o Proficiency in the use of Microsoft Office and Excel in particular (knowledge in SPSS and STATA will be an added advantage).

o Experience in working with/or in government departments, national and international NGOs and other UN agencies is desirable.

MANAGER COMPLIANCE AND INTERNAL REVIEW

 Essential Duties and Responsibilities

Serve as an expert on applicable policies, procedures, rules, and regulations and assist staff with their interpretation and understanding of these
Stays abreast of donor policies, procedures, rules and regulations and host country legal requirements and informs local and regional management of significant changes.
Ability to develop a coherent quarterly internal review and compliance plan and implementation of the same
To conduct targeted in depth risk assessments of EGPAF Malawi country office systems
Perform internal review in the Malawi office ensuring compliance with Foundation and donor requirements
Conduct on-site financial compliance reviews which include: cash counts; review of accounts receivables including employee receivables; documentation of segregation of duties and internal control structure; document storage and retention.
Monitor outstanding advances and prepare a report for further action
Document findings, propose improvements or change as relevant, disseminate findings and ensure follow up implementation of recommendations as well as resolution.
Conduct random surprise checks and vendor verification reviews to ensure proper procurement procedures are being practiced and report on findings
Reviews and ensures compliance with all local legal requirements including registration, taxes, and local labor laws.
Identify potential areas of compliance vulnerability and risk; assists with the development of corrective action plans for the resolution of problematic issues; and provides general guidance on how to avoid or deal with similar issues in the future.
Assesses proper functioning of systems, internal controls, and procedures
Develops an effective Compliance & Ethics training program, including appropriate introductory training for new employees as well as ongoing training for all employees and managers.
Assists with improving the awareness and understanding of compliance to assist employees with the establishment of a “culture of compliance”
Contribute to EGPAF’s Sub-recipients management capacity including provision of input to manuals, guidance, policies, procedures and training
Maintain open and regular communications with Manager, International Operations and other headquarters staff in DC for compliance updates, learning of best practices from other African countries, problem solving options, professional development, etc
Perform other duties as assigned from time to time
Skills, Knowledge and Abilities

Must have completed ACCA or CPA with at least at least 5 years’ hands on experience in Compliance and Risk management.
Previous auditing and training experience will be of an added advantage_
In depth knowledge of United States Government and/or European grant and financial regulations, systems and procedures for managing complex grant programs with many partners and customers.
Experience working with an international non-profit/non-governmental organization (NGO) preferred
Ability to be self-directed and self-motivated and a team player.
Ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.

ASSOCIATE DIRECTOR - PUBLIC HEALTH EVALUATION

Leads and manages the EGPAF Malawi portfolio of research and evaluation activities including the generation of proposals and other requests for funding related to HIV clinical, implementation, or program effectiveness research
Leads and/or oversees all aspects of the research and evaluation studies, from idea conception, development of protocols and data collection instruments, personnel training, study implementation, data management/analysis to manuscript writing
Work closely with the Technical and SI teams to identify priority program and public health evaluation questions
Identify and evaluate interventions to address key programmatic challenges using strong scientific methodology to inform the program, MOH, and the broader HIV field
Liaises with the EGPAF global regulatory officer to ensure all human subjects’ research protections are in place and all protocols undergo appropriate sponsor, U.S_ and Malawi IRS review and approval.
Ensures the highest quality scientific, ethical and regulatory standards for all research activities
Supervises and mentors research team members to enhance their knowledge and career development
Leads the capacity building of EGPAF staff and Fellows, partners, and MOH personnel in the conduct of research through research trainings, mentoring, and sharing/review of relevant scientific literature
Leads in preparation of study reports, abstracts and manuscripts and dissemination of results at district, national, and international levels
Collaborate with the global Research team and research teams across EGPAF programs to leverage global expertise, share experiences, and facilitate multi-country research activities

Required Qualifications

PHD,or MD with MPH or similar advanced Degree in Epidemiology, Biostatistics, Maternal Child Health or HIV related sciences
Minimum of 5 years of proven experience in health research in developing countries, including protocol elaboration, design of surveys, data collection, data analysis, and scientific publication elaboration
She/he most have led from conception, development to report / or publication at least two protocols_
She/he must have authored at least two abstracts at international conference and one publication in a peer review journal. Experience in maternal, child health and HIV/AIDS research preferred;

Knowledge, Skills, and Abilities

Knowledge and understanding of HIV services, PMTCT, MCH, pediatric and adult HIV care and treatment
Knowledge of protection of human subjects in research and ethics regulations to ensure compliance with all local and international requirements
Proficiency in the use of databases such as Microsoft Access, Epi-Info and analytical software, such as STATA, SPSS, Rs an advantage
