POSITION TITLE: INFORMATION TECHNOLOGY MANAGER

Position Reports To Deputy Chief of Party (Operations)

Summary Scope of Work:

Under the supervision of the Deputy Chief of Party (Operations) the Information Technology Manager will be responsible for overall management of information technology (IT) systems. all project computers, local area networks (LAN) and all other IT related project equipment. including inventory, procurement and safeguarding of such equipment.

Duties and responsibilities

Manages the use and maintenance of technology required for day to day operational support of staff and implementation, including first level of support Windows PCs and Windows Servers and maintain network infrastructure ISP, router, Ethernet switch and PBX phones, maintain spare parts and hardware repairs and restoration.
Advise senior management on appropriate systems and specifications to deal with hardware protection relevant to power outage and the use of a generator.
Sets up, maintains, and supports the IT infrastructure and equipment for MERIT offices at main office and field sites.
Supports setting up and roll-out of any technology systems to support field implementation and data collection and management.
Support MERIT subcontractors with hardware maintenance and network support according to protocols agreed by senior management.
Ensures Windows and other software is licensed, maintained and properly usable and ensures renewals and updates are administered in a timely manner through liaison with the procurement unit.
Ensures information is backed up and maintained in accordance with RTI policies and procedures.
Configures and troubleshoots servers, laptops, desktops and printers.
Ensures that all project computers, laptops and local area networks are virus-free and in proper working order.
Supports the integration of appropriate technologies (such as mobile phones, tablets, GIS, etc.) into MERIT activities and maintenance of project website (as needed).
Manages IT related operational systems that supports both program delivery/data collection and internal communications, such as SMS gateway applications and other mass messaging and data gathering
Work under the supervision of the DCOP (Operations) for daily operations as well as under the supervision of RTI ITS Africa Regional
Support Director/Manager for any technical or compliance matters.
Manage and supervise the IT Officer and IT assistant Train staff on IT-related issues and/or policies as necessary
Any other duty as may be assigned by management from time to time

Required Qualifications, Skills and Competencies

Master’s degree in an information technology related area and 5 years of experience in the field of information technology.
Candidates with Bachelor’s Degree in information technology and extensive hands on experience in the same area may also be considered.
Minimum of 5 years of experience supporting and troubleshooting a wide range of IT Infrastructure systems (Windows PCs, servers, printers, scanners, backup devices and networks or similar work environment.)
Solid knowledge and understanding of Windows 7. Windows Server 2008 and MS Office 2007/MS Office 2010/MS Office 2013 (including Outlook, Word, Excel, and Power Point)
Having skills and knowledge in developing and maintenance websites and database systems
Knowledge and understanding of operating and managing mass communicating and data gathering systems such as SMS gateway
Demonstrated experience troubleshooting network issues.
Knowledge of Symantec Backup Exec is an asset.
Strong interpersonal skills and ability to work as part of a team.
Must possess excellent oral and written communication skills and fluency in English and Chichewa

Project Officer as follows:

Job Title : Project Officer

Location : Lilongwe

Reporting to : Project Coordinator

Duration : 9 Months

Role Overview

The Project Officer will be responsible for facilitation of project implementation, monitoring and evaluation and reporting that will ensure smooth delivery of the project, accountability and compliance with contractual obligations agreed with NORAD and Action Aid Malawi management.

S/he will strengthen linkages with all key stakeholders in the implementing districts of Chitipa, Lilongwe, Ntchisi and Neno for the smooth implementation of the project.
S/he ensures that the work being done at local level is linked to the national campaigning (research, policy, advocacy and public mobilization) and ensures links with other education projects and programmes within the districts and that the project is integrated in Action Aid Malawi core education work.

Qualifications, Skills and Competencies

A minimum qualification of Bachelors’ Degree in Social Science, Developmental Studies, Agriculture or related field from a recognised University.
Able to work with minimum or no supervision and must have at least 3 years’ experience in rural development management.
Experience working on programmes with networks at local level, community based organisations / local associations in rural areas.
Experience working on education and tax justice issues, project planning, organisation, time management
Coordinating and budget tracking, lobbying and advocacy
Knowledge and understanding of monitoring and evaluation processes
Ability to collate and analyse information, knowledge on the right to education are additional qualities required for this post.
