HIV-NCD INTEGRATION CLINICAL COORDINATOR

 Dignitas International (DI), medical and research organization has supported care for people with HIV related conditions in the Malawi’s South East Zone (SEZ) of Malawi since 2004. Since 2010, with the support of USAID Malawi and working with the Ministry of Health (MoH), DI has greatly expanded quality HIV testing, care and treatment for people with HIV and related conditions throughout SEZ through HIV-focused health system strengthening activities support. HIV-NCD Integration Clinical Coordinator

Reporting to: Dignitas Clinical Consultant

The job purpose of the NCD —HIV Integration Clinical Coordinator is to provide technical support to the District hospital ART Clinical Officers and health center ART Clinical officers and nurses to provide integrated care to HIV and NCD services to clients in the HIV clinic. He/she will be responsible for the training and mentoring the health care workers on HIV-NCD integrated care. As the number of facilities offering integrated NCD HIV care increase, the need has arisen for a dedicated clinician to oversee this scale up, do training, mentoring to ensure quality of implementation and evaluation.

Duties and Responsibilities

Planning /implementing tasks:

Provide training in integrated NCD-HIV to scale up sites
Clinical mentoring at scale up sites to ensure adherence to screening and treatment protocols
Working with scale up site staff to develop systems of care that support integrated disease screening and treatment
Monitoring of NCD-HIV documentation to ensure data quality for program evaluation
Assistance in ensuring accurate ordering of quantities of anti-hypertensive and diabetic drugs
Ensure an uninterrupted service delivery in the assigned health facilities by making sure that HIV —NCD commodities are readily available in all facilities we support

Monitoring & Evaluation/reporting tasks:

Assist the district health sector HIV coordinator in monitoring of the HIV-NCD program, through baseline collection of HIV-NCD related data, monitoring of results and use of data for decision-making at district level and at the level where data are collected
Develop monthly and quarterly targets and indicators and report against those targets Work directly with district health sector HIV coordinator to assess barriers, which undermine district level performance, and identify interventions to be implemented to improve capacity and achieve quality results

Qualifications

Clinical Officer with 3 years’ experience in clinical work.
Certified and in good standing with professional body.
Experience in general mentoring and supervision.
HIV mentoring and supervision would be an advantage
Knowledge of NCD program and an experience as a trainer would be an advantage

Supply Chain Management Coordinator

Reporting to: Deputy Program Manager (Operations)

The primary job purpose of the Supply Chain Coordinator is to develop and support the general pharmaceutical capacity and access to HIV-related pharmaceutical services in at Zomba Central Hospital (ZCH) and the 4 districts of Mulanje, Phalombe, Machinga and Zomba in line with the Dignitas Vision and Strategic Plan. S/he provides technical support to ZCH Pharmacy and the District Pharmacy Technicians. S/he is responsible for the quality of pharmaceutical services’ strengthening activities carried out under Dignitas.

Duties and Responsibilities

Planning / implementing tasks:

Provide input into the annual planning process Collaborate with the ZCH Pharmacist and DHO in the South-East Zone in the development of the DIP for HIV-related pharmaceutical services management
Submit monthly and/or quarterly work plans to the supervisor
Ensure proper management of supply chain management of the HIV related drugs and supplies.

Training / mentoring tasks:

Develop storage guidelines and standard operating procedures for pharmaceutical management of HIV-related medicines and medical supplies (ARTs, 01 drugs, HIV ) in line with the national LMIS
Provide on-the-job training to district pharmacy technicians on pharmaceutical management of HIV-related medicines and medical supplies in the South-East Health Zone
Strengthen the district pharmacy technicians’ training capacity of health workers in hospital and health centers on pharmaceutical management including logistics and drug management systems
Strengthen the mentoring capacity of district pharmacy technicians

Coordination tasks:

Support the development of a district-level supervisory system of pharmaceutical management of HIV-related medicines and medical supplies that is integrated into the general pharmaceutical supervision
Lobby with national level on issues of strengthening availability and stock management of essential HIV-related medicines & medical supplies
Attend meetings as delegated Represent DI with partner and stakeholders as needed

Monitoring & Evaluation tasks:

Strengthen HIV-related pharmaceutical data management in line with the national Health Management Information System and LMIS Identify service gaps for HIV-related district pharmaceutical management and take remedial action

Reporting tasks:

Submit monthly and quarterly reports to the supervisor (narrative and statistical)
Provide input to and attend quarterly review presentations
Undertake any other duties as assigned from time to time by supervisor

Qualifications

Diploma in Pharmacy Technology with three years’ experience at Pharmacy Technical (TO) level
Familiarity with LMIS
Computer skills in Microsoft Word, Excel, PowerPoint and Outlook as a minimum

ZONAL PEDIATRICIAN

 Job Purpose

The District MD provides direct medical care, supportive supervision, training, coaching and mentoring of Dignitas, MoH and CHAM clinical staff to ensure safe high quality medical practices for Pediatrics HIV and TB patients, including compliance with national/project medical protocols. This position will focus on supporting District Hospitals, Community/Rural Hospitals and larger Health Centres. S/he will be based at based at Tisungane Clinic, a Centre of Excellence in HIV Care at the Zomba Central Hospital. S/he will coordinate activities and work in collaboration with the Dignitas District and Zonal Coordination teams to ensure that targets are met and communicated to the Medical Manager.

Duties and Responsibilities

1. Technical Leadership

Support quality delivery of Pediatrics ART services at hospitals and health centres
Provide technical input to the provision of HIV and TB-related pediatrics services to achieve the PEPFAR 90-90-90 targets
Support the Medical Program Manager develop and implement a plan on improving the quality of clinical services in pediatric clinic, inpatients and under-5 nutritional services.
Disseminate relevant guidelines, health care research, policies, procedures and practices related to HIV/AIDS and TB-related conditions to facility staff Support the roll-out of routine viral load monitoring and management of pediatric patients suspected of failing ART or in need of 2nd line care.
Identify and assess service gaps in all HIV-related programmes and take remedial action like introduction or review of SOPs with Dignitas District teams to strengthen the referral system for ART, PMTCT, and EID.
Work with Dignitas District teams to strengthen the referral system for Pediatrics ART, PMTC, and EID services.
Give support to National Technical Working Group on HIV as required.

2. Training & Mentoring

Develop the mentoring capacity of Dignitas District Programme Coordinators (DPCs) on pediatric care
Strengthen Dignitas District Team training capacity for health care worker (HCW) management of ART, opportunistic and co-infections In collaboration with the Training Coordinator, support medical training sessions and identification of staff training opportunities
Organise/conduct facility-based clinical meetings and paediatric case presentations
Conduct scheduled ward rounds and clinic consultations for paediatric cases.

3. Reporting

Submit monthly and quarterly reports (narrative and statistical)
Provide input to Dignitas Quarterly Reports and Review presentations
Undertake any other duties as assigned from time to time by the Medical Manager

Qualifications

Medical Doctor, specialized in Paediatrics OR with extensive experience in Paediatric HIV care.
3-5 years of experience in provision of ART/PMTCT care in resource limited settings
Certified with Malawi Medical Council
Previous experience in leadership and problem solving at district level
Fluent in English
Computer skills in Microsoft Word and Outlook.

Reporting to: Treatment and care Technical Advisor

The SEZ Adolescent Program Coordinator will be the overall responsible person for the implementation of Adolescents living with HIV and AIDS Working under the direct supervision of the Treatment and Care Technical Advisor will establish high quality programming for adolescents living with HIV and AIDS. This person will coordinate with the DI District Teams, the DHMTs and the MoH ART clinic staff to recruit and support the HIV+ teens living in their districts (Teen Club). The Teen Club Coordinator is responsible for overseeing the work of Teen Club Officers ensuring effective implementation of all activities.

Qualifications

Diploma in Nursing, Midwifery or a health related field, a degree is an added advantage
Certified and in good standing with professional body
Working experience and training on HIV and ART
Experience in program design, program management, and HIV care delivery
Working experience with youth programs or adolescents
Research experience and Competencies with M&E
