| .0 TASKS AND RESPONSIBILITIES
The duties will include but not limited to:
Oversee overall planning, design, technical implementation, operation and maintenance aspects of the reconstruction works in all relevant subcomponents;
Check and review all technical aspects of the irrigation, water supply and water resources systems, structures designs and relevant data to ensure that the designs are adequate, complete and in compliance with building better and smarter principle;
Work closely with sectors to coordinate the preparation of final designs, Bill of Quantities (BoQs) and cost estimates, tender documents and all associated drawings;
Liaise with all other technical staff and experts in relation to system operation and maintenance;
Fully participate in coming up with Boas for Inputs for Assets (IFA) related public works program, and coordinate with other public service providers in implementing sub-component 1.2 activities of the project;
Brief and advise the Project Coordinator through the Senior Civil Engineer on all engineering aspects of relevant sub-components of the project and any follow-up action may be required;
Be responsible for all social and environmental safeguards relating to project implementation works of relevant sub component;
Ensure that proposed environmental mitigation measures are included in all project designs and implementation of relevant sub-components;
Assist with the selection of consultants to participate in relevant subcomponent of the project;
Supervise all works associated with irrigation and water development being implemented by contractors;
Check with progress of implementation of works, as well as payment certificates prepared by contractors and consultants to make sure they match with works done;
2.1. Key Qualifications and experience
Master of Science degree in Civil Engineering, with a minimum of seven (7) years of hands-on work experience in the technical and implementation aspects of civil/irrigation/water-related development or rural engineering projects, of which a minimum of five (5) years spent in senior technical positions in the irrigation, water and civil engineering sectors in Malawi. Candidates with a BSc degree in civil engineering and ten (10) years of practical experience may also be eligible.
2.2. Competencies
Knowledge on drought disaster management will be an added advantage;
Excellent communications, writing/reporting skills;
Proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
Strong organizational, self-starting and communications skills;
Good knowledge and experience in working with government institutions and organizations.
Experience working with international and national consultants as well as international and local contractors is important,
Proven experience working on internationally/donor-funded projects required.
