CIVIL ENGINEER

 .0 TASKS AND RESPONSIBILITIES

The duties will include but not limited to:

Oversee overall planning, design, technical implementation, operation and maintenance aspects of the reconstruction works in all relevant subcomponents;
Check and review all technical aspects of the irrigation, water supply and water resources systems, structures designs and relevant data to ensure that the designs are adequate, complete and in compliance with building better and smarter principle;
Work closely with sectors to coordinate the preparation of final designs, Bill of Quantities (BoQs) and cost estimates, tender documents and all associated drawings;
Liaise with all other technical staff and experts in relation to system operation and maintenance;
Fully participate in coming up with Boas for Inputs for Assets (IFA) related public works program, and coordinate with other public service providers in implementing sub-component 1.2 activities of the project;
Brief and advise the Project Coordinator through the Senior Civil Engineer on all engineering aspects of relevant sub-components of the project and any follow-up action may be required;
Be responsible for all social and environmental safeguards relating to project implementation works of relevant sub component;
Ensure that proposed environmental mitigation measures are included in all project designs and implementation of relevant sub-components;
Assist with the selection of consultants to participate in relevant subcomponent of the project;
Supervise all works associated with irrigation and water development being implemented by contractors;
Check with progress of implementation of works, as well as payment certificates prepared by contractors and consultants to make sure they match with works done;

2.1. Key Qualifications and experience

Master of Science degree in Civil Engineering, with a minimum of seven (7) years of hands-on work experience in the technical and implementation aspects of civil/irrigation/water-related development or rural engineering projects, of which a minimum of five (5) years spent in senior technical positions in the irrigation, water and civil engineering sectors in Malawi. Candidates with a BSc degree in civil engineering and ten (10) years of practical experience may also be eligible.

2.2. Competencies

Knowledge on drought disaster management will be an added advantage;
Excellent communications, writing/reporting skills;
Proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
Strong organizational, self-starting and communications skills;
Good knowledge and experience in working with government institutions and organizations.
Experience working with international and national consultants as well as international and local contractors is important,
Proven experience working on internationally/donor-funded projects required.

AGRICULTURE SPECIALIST

 0 Objective of the Project

The Overall Project Development Objective is therefore to “support the Government of Malawi to meet the immediate food security and livelihoods restoration needs of the communities affected by drought and promote recovery and resilience in key affected sectors”.

In order to achieve its objective, the Government of Malawi would like to employ the services of the following Individual consultancies to take up assignments in various offices.

Reporting to: the Project Coordinator

Location: PIU Office, Lilongwe

Duration of the Assignment: 48 months, renewable every 12 months based on satisfactory performance.

1.0 SCOPE OF THE ASSIGNMENT

The Agriculture Specialist shall be answerable to the Project Coordinator for implementation guidance and direction. The Agriculture Specialist shall also work very closely with MOAIWD and DoDMA in the execution of plans and strategies of the project.

2.0 SPECIFIC DUTIES:

Provide guidance and advisory services to district staff, DADO and Agriculture Field Extension workers (including farmers and livestock producers) on relevant production issues.
Facilitate preparation of project work plans and Budget to achieve prompt implementation of Project action plans.
Prepare and conduct advisory information sessions and seminars for sectors implementing agricultural related interventions and any other relevant groups.
Ensure linkage and smooth coordination between MDRRP and MFERP Agricultural programs
Work with research department in production of drought tolerant crops for distribution to farmers and implement new technology and practices.
Analyse agricultural data and prepare reports for the project and the technical project committee.
Liaise with researchers, extension workers, government departments, and input suppliers in implementation of the project.
Undertake monitoring and evaluation of all agriculture programmes to determine effectiveness and achievement of results and, maintain records of services provided and their results.
Prepare communication material aimed at promoting mutual understanding and cooperation between government implementing agencies, the districts and the agriculture community.
Educate farmers and agriculture business owners on understanding and complying with environmental and social safeguards and regulations with respect to agriculture related interventions.

3.0 QUALIFICATION AND EXPERIENCE

At least a Master’s degree or equivalent in an area relevant to agricultural and rural development.
Minimum of 10 years of full-time relevant work experience in one or more of the following areas: agricultural resource economics, Land Resource management, Soil Science, Environmental Science, Livestock production and management, Agriculture Crop Science and Agriculture extension
A combination of work experience in both the public and private sectors and or NGO would be an advantage
Not less than 8 years of experience working in donor funded agricultural development or emergency project.
Proven ability to think strategically and conduct dialogue on rural development, natural resource management and agricultural policies, while maintaining a strong sense of realism with regard to in-country conditions and competing demands for resources.
Demonstrated ability to work and coordinate implementation strategies of a broad spectrum of organizations.
Demonstrated capacity leading teams and organizing tasks to meet tight deadlines within budget.

REGIONAL MONITORING AND EVALUATION AND PUBLIC WORKS COORDINATOR

1.0 OVERALL SCOPE OF ASSIGNMENT

The Regional M & E and Public Works Coordinator based in Kasungu will coordinate all Monitoring and Evaluation activities as well as Public Works activities in the districts under the Regional Field Office. Kasungu Office shall coordinate activities in Project districts in northern and central region districts and these include Rumphi, Mzimba, Kasungu, Nkhotakota, Lilongwe, Salima, Mchinji, Ntchisi, Dowa,Dedza and Ntcheu.

1.1 Specifically, the Coordinator will perform among others the following activities:

Coordinate the preparation of the Annual Work Plans and Budgets at tabs, district levels and prepare a consolidated work plans for the region.
Liaise with all the districts in the region for activity prioritization in collaboration with Department of Disaster Management Affairs (DODMA) and the Project Implementation Unit (PIU)
Lead the process of sub project verification in collaboration with sector ministries and departments to confirm number of beneficiaries and amount of labour required, time to undertake the works and estimated budget for those sub projects.
Coordinate the planning and implementation of public works programme while assisting districts to implement the activities following laid down LDF procedures where necessary.
Ensure that all social and environmental safeguard processes and procedures are fully complied with in the process of implementing activities.
Establish and strengthen performance based M& E system consistent with the project results framework in the region and the Project districts;
Monitor and review physical project implementation progress for all sectors in the districts and region ensuring timeliness and quality within the concept of building back better and smarter
Undertake regional surveys as need be, for the project; and Coordinate external (World Bank) supervision missions at regional level.

2.0 KEY QUALIFICATIONS AND EXPERIENCE

Master of Science Degree in Economics, or Development Studies or Agricultural Economics or any relevant field with a minimum 7 years of work experience in Monitoring and Evaluation, of which minimum 5 years has been spent in senior technical professional position in projects in Malawi. Those with a BSc degree with 10 years practical experience may also apply. Some knowledge in the management of donor-funded projects and flood disaster management will be an added advantage.
