Job Title: Primary Health Care Director

Reporting To: The Medical Officer In-Charge

Location Embangweni Mission Hospital

Duties

Overall In-Charge of the PHC Department.
Representing the Department on Hospital Management Committee
Provide supportive supervision to senior staff members within the department on implementation on health related programmes / projects and general administration of the rest of staff members.
Assist in the promotion of preventive services both at the hospital and community.
Provide technical assistance, advice and support to Primary Health care activities in the Hospital catchment area.
Make plans and develop appropriate community based programmes together with staff members within the department and other concerned staff within the hospital.
Carry out evaluation and monitoring of health related activities in the community in order to improve Health Information System.
Through officer in-charge prepare and submit monthly/quarterly reports and other useful information to Management and Donors in order to secure necessary funding.
Liaises with Government Departments especially District Health Office and other organizations with similar health related activities.
Ensure proper accountability of financial resources within the department and compile annual reports of the department to management.

Qualification and Experience

Holder of Bachelor Degree in Public Health or its equivalent. Those with Masters Degree will have an added advantage.
Good interpersonal and communication skills
Knowledge on how to write proposals a must
Three years and above of relevant experience in dealing with donors and management of PHC programs
Have strong analytical and time management skills, be conscientious and result oriented.
Able to work with minimum supervision and meet deadlines.

MONITORING, EVALUATION AND LEARNING (MEL) CONSULTANT

 Job Brief:

We are looking for a motivated, qualified and proactive monitoring, evaluation and learning consultant to implement new and ongoing projects. The incumbent will also be responsible for providing leadership, guidance and capacity building to junior M&E staff members, contributing to the growth of the company’s MEL department. Additionally, in order to further contribute to the growth of the MEL department, this role will require strategising and sourcing new MEL growth opportunities together with lmani’s senior management.

She/he will be responsible for the management and the delivery of various MEL projects throughout the entire project lifecycle. The MEL consultant will also be expected to document, maintain and communicate key M&E learning’s to internal and external stakeholders.

This position will be based in Blantyre but will require regular travel to Lilongwe to meet clients and to the field for the implementation of M&E activities.

Responsibilities

Project Management and Delivery
Ensure that assigned MEL tasks/projects are adequately resourced and well managed.
Ensure that MEL tasks/projects are delivered to time/cost/quality.
Maintain a knowledge and learning management system for completed M&E projects.
Capture key learnings and lessons learnt for dissemination to internal and external stakeholders.
Represent ICL in relevant discussions with clients related to assigned MEL tasks/ projects.
Monitor M&E procurement listings on a regular basis for new opportunities.
Monitoring, Evaluation, and Learning Based on project TORS, design appropriate research methodologies and monitoring and evaluation frameworks. Implement MEL plans, including, but not limited to:
Determining appropriate sample size and data collection methodologies; Designing and testing research tools;
Managing field teams to collect data; Verifying, cleaning, and analysing data; and Report writing and presentation of results.
Supervise the work of project subcontractors to ensure contract compliance against ToRs, reviewing invoices and approving payments.
People Management and Development
Supervise staff with a particular focus on their key tasks and ensuring the quality and timely delivery of project deliverables.
Mentoring and training of project teams to promote capacity building on increasing M&E knowledge.

Qualifications / Skills

Minimum of a Bachelor’s degree in a related field 5+ years experience in M&E design and implementation of development projects in Africa (ideally Malawi)
Knowledge of and experience in project cycle management Business development experience
Experience in monitoring and evaluation methodologies including quantitative and qualitative approaches; knowledge and application of the DCED is a plus
Developing sampling method for survey (eg cluster, random etc) and calculating required sample size
Developing relevant participant selection method for survey
Experience using electronic data collection methods such as CommCare or ODK
Demonstrated capacity in evaluation good practice, including participator approaches to evaluation, and evaluation ethics
Prior financial and administrative management of donor funded projects
Excellent ability to analyse and interpret quantitative and qualitative data
Proficient use of database software, such as STATA, SPSS, Excel etc., and the ability to write clearly and concisely
Possesses strong interpersonal, communication and facilitation skills
Proactive and highly motivated individual who demonstrates the ability to work with minimal supervision
Both spoken and written English is essential.
