SACCO MANAGER

 The Reserve Bank of Malawi Savings and Credit Cooperative (RBM SACCO) is licensed under the Financial Services Act 2010 and Financial Cooperatives Act. The main objective of the RBM SACCO is to provide credit and savings facilities exclusively to employees of the Reserve Bank of Malawi. Currently, the RBM SACCO has over 350 members and has offices in both Lilongwe and Blantyre. The RBM SACCO is urgently looking for suitable candidates to vacant positions at Lilongwe offices as follows:

SACCO Manager

The SACCO Manager reports directly to the Board of Directors.

Duties and Responsibilities

Prepare monthly, quarterly and annual budgets and carry out regular budget reviews;
Ensure timely and correct preparation of monthly and annual financial returns and reporting to the Registrar of Financial Institutions;
Conduct market surveys on products, member needs and service delivery;
Manage and guide staff resident In Lilongwe and Blantyre in the execution of the SACCO duties;
Supervise SACCO daily operations;
Ensure proper communication, promotion and business development of the SACCO;
Undertake treasury management functions of the SACCO;
Develop and propose for board’s approval policies and business plans and budgets;
Maintain and recommend new financial and other Internal controls to safeguard SACCO assets;
Ensure proper loans/credit management; and
Perform any other financial duties as may be assigned by the Board from time to time.

Qualifications and Experience

The applicant must have the following:

ACCA or University Degree in Accountancy or Economics from a reputable institution;
Have at least 5 years working experience in similar position, knowledge in accounting and banking software will be an added advantage;
Maturity and high integrity, including ability to build and lead a team;
Good writing and communication skills;
A good understanding of International Financial Reporting Standards (IFRS);
A good understanding of credit management best practices;
A proven experience in accounting software and spreadsheet packages; and
High level interpersonal skills.

PROCUREMENT ASSISTANT

 Job Function

Assisting the Procurement Officers in carrying out routine procurement activities, record keeping and documentation.

Main Duties and Responsibilities

Assisting in developing and updating the Annual Procurement Plan.
Maintaining and updating NAC procurement records to ensure audit ready status at all times;
Assisting with maintenance and updating of procurement databases and contract register;
Collaborating with MRA to ensure rapid duty and-tax free clearance of NAC and GRO goods;
Assisting with the preparation of Bidding Documents, Procurement Notices, Bid Opening and Evaluation sessions.
Undertaking procurement processes using Shopping procedures and any other procurement methods as assigned from time to time;
Assisting NAC User Departments, Grants Officers and Grant Recipient Organisations (GROs) with procurement activities and logistics;
Assisting in the preparation of evaluation reports , contracts, award notices and other procurement and contractual documents as required;
Taking minutes of the Internal Procurement Committee meetings and tender opening sessions and ensure proper filing in the procurement files.
Assisting in monitoring of procurement processes for GROs through procurement files reviews and monitoring visits.
Assisting in the preparation of Quarterly procurement progress reports.
Managing any other duties related to the procurement function as assigned by the supervisors.

Qualifications

The ideal candidate must possess a minimum of a Diploma in Purchasing and Supply from the Chartered Institute of Purchasing and Supply (CIPS) or Diploma in Business Administration/Engineering/Law and/or any related discipline from an accredited Institution of Higher Learning.
He/she must have a minimum of Three years’ experience in procurement in a very busy organisation. Those with experience in donor-funded projects will have an added advantage.

Person Specification

Ability to work under minimum supervision.
Highly motivated, ethical, with excellent planning, high level of diplomacy, integrity, analytical communication and Interpersonal skills.
Be computer literate MS Office pack.

(CALL FOR APPLICATIONS ) GERMAN/GIZ BASIC EDUCATION PROGRAMME RADIO JOURNALIST TRAINING

 EDUCATE:
The objective of this training is to facilitate a collective exploration of quality education topics, as well as highlight innovative and creative techniques of radio journalism. It also aims to instill a responsibility among journalists to recognize and address topics of quality education in Malawi.

CONNECT:
The training is designed for journalists who want to broaden their knowledge and skills with various perspectives on quality education in the field of radio journalism. This training will allow participants to discuss various topics regarding radio journalism and quality education with one another and with an established and experienced journalist. Additionally, the journalist training shall create a network for young journalists focusing on radio journalism in Malawi.

INSPIRE:
Outstanding participants have the chance to develop collaboratively one episode on quality education for the weekly radio programme “Maphunziro Ulalo Wathu” that is aired on behalf of GIZ-BEP on Zodiac every Sunday from 5:00-5:30 pm.

ELIGIBILITY:
Applicants for the radio journalists training must be currently journalists with special focus on radio and demonstrate experience in the sector of education. Full-time commitment is required from every participant during the five-day training (14th-18th of August).

Characteristics of Successful Candidates: The GIZ-BEP seeks candidates who are passionate about radio journalism, curious to learn and expand their knowledge on quality education within the field of radio journalism. We expect respectful debates, discovery of new techniques within the field of radio journalism and active participation. To probe these matters GIZ-BEP is seeking for candidates that are eager to discuss a range of quality education topics, contemporary challenges and impacts for the Malawian society. This means that candidates should be able to stretch their understanding of these issues beyond their own national contexts and specific fields of study.

SELECTION PROCESS:
The selection process involves two phases: In the first phase, GIZ-BEP reads all applications and selects a pool of finalists for further review. During the second phase, shortlisted participants will be asked to write a 1. minute radio report various topics of quality education. The final selections are based on this second reading of the stories on quality education.

COSTS:
GIZ-BEP covers the costs of participation and accommodation during the five-day training. It is a half board accommodation.

 Objectives of the Assignment

Project Management -Overall management and oversight of the project

3.1 Scope of the assignment and Expected Deliverables

Providing oversight and facilitation of all aspects of project implementation, including financial management, procurement and distribution of materials, and management of project staff.
Liaising with Sector financing partners to ensure effectiveness and efficiency of the Malawi Flood emergency Recovery project.
Coordinate implementation of Sector Ministries , Departments and institutions involved in project implementation to ensure quality and effective achievement of Project Development Goals
Facilitating Project Steering Committee and Project Technical Committee discussions in technical deliberations towards implementation and results tracking of emergency disaster recovery and livelihood restoration projects and programs
Timely reporting of project implementation progress to the Secretary to Treasury and seek his or her intervention as necessary.
Ensure preparation of project work plans and Budget to facilitate prompt implementation of Project action plans.
Compiling analytical monthly and quarterly project status reports for the Secretary to Treasury who will also forward them to Project Development Partners.
Coordinate the participation of all implementers in Implementation Support Missions to ensure smooth project operations
Monitoring and evaluation, information dissemination and knowledge management at community, district and national levels
Performing any other duty as may be necessary for the effective implementation of the project

4.0 Qualifications and experience required

Candidates must possess a Master’s Degree in Development Economics, Agriculture Economics, Social Science or any other relevant qualification from a recognized institution.
Must have 10 years’ experience in managing emergency disaster recovery and livelihood restoration programs or project management experience in donor funded projects. Those with World Bank supported project experience will have anadded advantage.
Must have experience in Coordinating Multi-sectorial agencies in project implementation towards achieving programme objectives.
Those with knowledge in fiduciary project procedures including Interim Financial Report (IFR) and Systematic Tracking of Exchanges in Procurement (STEP) will have added advantage.

ZONE LABORATORY COORDINATOR

The Zone Laboratory Seryices Coordinator develops and supports the general HIV-related laboratory capacity for Dignitas programs in the six districts of the South East Zone (SEZ) of Malawi. S/he provides technical support to the Zomba Central Hospital (ZCH) and District Hospital Laboratory Technicians, to strengthen the quality of Laboratory service delivery in Ministry of Health (MoH) and Christian Health Association of Malawi (CHAM) health facilities.

Duties and Responsibilities

Monitoring & Evaluation

Strengthen HIV-related data management in line with the national Health Management Information System. Detailed reports required in Vl, EID, CD4 samples tests
Identify service gaps for HIV-related district laboratory services management and take remedial action.

Coordination

Work with the Dignitas Zonal Manager and DI District Teams to develop a district-level Laboratory management supervisory system for HIV and TB-related supplies.
Participate in development of HIV and TB related Laboratory sections of District Implementation Plans.
Training & Mentoring Provide on-the-job training to Laboratory Technicians on management of HIV-related commodities Strengthen the training and mentorship capacity of Laboratory Technicians’ on management of laboratory related commodities including logistics and supply chain management systems.
Develop storage guidelines and standard operating procedures (SOPS) for management of HIV-related Laboratory supplies.

Planning & Implementation

Advice on technical support required to improve laboratory structures (shelving, cold storage, filing, minor equipment maintenance, etc.)
Oversee DI procurement of medical and non-medical items, ensuring proper storage, distribution and management of expiry dates
Build and strengthen the capacity of Laboratory technicians in the management of Viral Load Sample management at ZCH and all district hospitals and some health centers
Manage the stocks of the VL, CD4, TB, EID supplies at Zomba Central Hospital and other zone health facilities.
Supervision of the district Laboratory technicians.

Qualifications

Diploma in Laboratory Technology, a Degree will be an added advantage.
Five years’ experience at Laboratory Technical (TO) level and previous experience with HIV programs and advocacy.
Familiarity with HIV-related laboratory reagents and standard operating procedures for HIV-related laboratory services management in line with the national EMLS Computer skills in Microsoft Word, Excel, PowerPoint and Outlook as a minimum.
