ZONE LABORATORY COORDINATOR

 Reporting to: Treatment and care Technical Advisor

The Zone Laboratory Seryices Coordinator develops and supports the general HIV-related laboratory capacity for Dignitas programs in the six districts of the South East Zone (SEZ) of Malawi. S/he provides technical support to the Zomba Central Hospital (ZCH) and District Hospital Laboratory Technicians, to strengthen the quality of Laboratory service delivery in Ministry of Health (MoH) and Christian Health Association of Malawi (CHAM) health facilities.

Duties and Responsibilities

Monitoring & Evaluation

Strengthen HIV-related data management in line with the national Health Management Information System. Detailed reports required in Vl, EID, CD4 samples tests
Identify service gaps for HIV-related district laboratory services management and take remedial action.

Coordination

Work with the Dignitas Zonal Manager and DI District Teams to develop a district-level Laboratory management supervisory system for HIV and TB-related supplies.
Participate in development of HIV and TB related Laboratory sections of District Implementation Plans.
Training & Mentoring Provide on-the-job training to Laboratory Technicians on management of HIV-related commodities Strengthen the training and mentorship capacity of Laboratory Technicians’ on management of laboratory related commodities including logistics and supply chain management systems.
Develop storage guidelines and standard operating procedures (SOPS) for management of HIV-related Laboratory supplies.

Planning & Implementation

Advice on technical support required to improve laboratory structures (shelving, cold storage, filing, minor equipment maintenance, etc.)
Oversee DI procurement of medical and non-medical items, ensuring proper storage, distribution and management of expiry dates
Build and strengthen the capacity of Laboratory technicians in the management of Viral Load Sample management at ZCH and all district hospitals and some health centers
Manage the stocks of the VL, CD4, TB, EID supplies at Zomba Central Hospital and other zone health facilities.
Supervision of the district Laboratory technicians.

Qualifications

Diploma in Laboratory Technology, a Degree will be an added advantage.
Five years’ experience at Laboratory Technical (TO) level and previous experience with HIV programs and advocacy.
Familiarity with HIV-related laboratory reagents and standard operating procedures for HIV-related laboratory services management in line with the national EMLS Computer skills in Microsoft Word, Excel, PowerPoint and Outlook as a minimum.

MONITORING /EVALUATION AND RESEARCH ADVISOR

Work with the M&E team centrally to develop and implement M&E systems and tools to monitor program implementation
Provide technical assistance and guidance to M&E officers, specialists and other technical units within country office to ensure program performance monitoring: collection, compilation, analysis, reporting and use of data for ongoing improvements in program implementation
Develop and use appropriate communication formats and methods for dissemination of analyzed learning.
Coordinate with the M&E Specialists and Officers to develop data analysis products including routine performance charts for presentation at performance review meetings with project management team
Coordinate with program and technical teams in preparation of MER section (narrative and data tables) of donor reports; and support compilation of the comprehensive progress reports In coordination with the MER Director, manage the design, data collection, entry and analysis of program research and evaluation activities, including population-based surveys
Ensure adherence to MOH, USAID, PEPFAR, CDC and DoD reporting requirements
Lead the development of abstract and manuscript development for ongoing operations research and other research activities.

Qualifications, Experience and Competencies

Master’s Degree in Public Health, Demography, Statistics or other related discipline, and at least seven years of relevant experience in monitoring, evaluation and research with proven success.
Extensive experience and mastery of M&E systems, practices, standards and innovations
Excellent knowledge of statistics and epidemiology with ability and experience in designing and conducting quantitative and qualitative studies
Excellent verbal and written communication skills, including high proficiency in technical writing.
High level of proficiency in use of computer packages such as MS Word, SPSS/STATA/ EPI info, Access, Excel, power point and e-mail; excellent understanding of health systems at district level and below
Knowledge of comprehensive HIV program and male circumcision
Knowledge of policy and implementation frameworks, EHP, and HSSP in Malawi

 3.0 Objectives of the Assignment

Project Management -Overall management and oversight of the project
Relation Management- coordinating with all stakeholders to ensure the achievement of project development goals

3.1 Scope of the assignment and Expected Deliverables

Providing oversight and facilitation of all aspects of project implementation, including financial management, procurement and distribution of materials, and management of project staff.
Liaising with Sector financing partners to ensure effectiveness and efficiency of the Malawi Flood emergency Recovery project.
Coordinate implementation of Sector Ministries , Departments and institutions involved in project implementation to ensure quality and effective achievement of Project Development Goals

4.0 Qualifications and experience required

Candidates must possess a Master’s Degree in Development Economics, Agriculture Economics, Social Science or any other relevant qualification from a recognized institution.
Must have 10 years’ experience in managing emergency disaster recovery and livelihood restoration programs or project management experience in donor funded projects. Those with World Bank supported project experience will have an added advantage.
Must have experience in Coordinating Multi-sectorial agencies in project implementation towards achieving programme objectives.
Those with knowledge in fiduciary project procedures including Interim Financial Report (IFR) and Systematic Tracking of Exchanges in Procurement (STEP) will have added advantage.

Role Purpose:
This role is responsible for carrying out routine and non-routine analyses of water and plant samples and conduct investigation work. Uses specialised equipment and advanced analytical techniques. Assist in the development of new analytical techniques. Assist in training of laboratory assistants where necessary. Assists in the installation of equipment and is responsible for repairing and servicing laboratory instruments and equipment.

Specifically the Laboratory Technician will be:
Responsible for sample preparation & analysis of process plant samples on day to day basis as per appropriate standard operating procedures.

Preparation and standardisation of volumetric solutions.

Qualifications / Experience:

University degree in chemistry or environmental science and technology
Minimum 2 years’ experience in analytical laboratory as laboratory technician with experience in process plant or mining will be preferred.
Knowledge of operating procedures for ICP, XRF, UV–Vis spectrometer, pH meter and EC-TDS meter.
Experience in operation of ICP, XRF, UV–Vis spectrometer will be an added advantage.

WAREHOUSE AND SUPPLY CHAIN MANAGER

 Responsibilities

Ensure staff are alerted to the reception of new goods to the APZU warehouse, providing OpenBoxes code and description.
Create new products in OpenBoxes, with respect the naming policy and departmental tagging trees, i.e. when appropriate.
Conduct thorough research and cost analysis on international procurement options for non-clinical supplies, to be presented to the executive leadership team prior to the next fiscal year. (E.g. South Africa, Dubai, US, Vs. Malawi)
Warehouse Management

Ensure warehouse staff document all stock transactions accurately in OpenBoxes and the relevant stock card(s). This includes incoming, outgoing and expired stocks. Work with each department head to establish a set formulary of products, with projected monthly needs. This should be reviewed yearly.
Assist department heads when preparing their yearly budget for consumable supplies, based on past consumption patterns and projected departmental growth.
Develop minimum stock levels for all formulary items, providing department heads with monthly stock status reports and advising on stock out avoidance.
Conduct a full inventory at six month intervals, providing a detailed report of discrepancies to the programs director and internal auditor, and identifying resulting training needs for warehouse support staff.
Ensure the appropriate storage of all items, with respect
Ensure that electronic changes to inventory are accompanied by a completed Inventory Change Request. These will be audited at regular intervals by APZU’s internal auditor.
Ensure the appropriate storage of all items, with respect to temperature, expiry date, lot number, humidity, staff safety and international control controls.
Continue with staff training on cold chain procedures (including LogTag refrigerator temperature monitoring) controlled drug management, and OpenBoxes usage.
Liaising with transport and warehouse staff to ensure all goods reach their final destination and maintain robust filing system with signed delivery notes.
Liaising with Department Heads to identify stock that is not being used or is no longer needed, and conduct auctions of the obsolete stock as needed

Distribution

Ensure distributed items are property ordered, distributed and tracked by the distribution team
Work with distribution officers to generate a monthly report of what items have been distributed for the Director of Programs

Other

Provide monthly non clinical consumption, discrepancy, inventory change, distribution and procurement progress reports to the Director of Programs
Attend Monday management and all-staff team meetings,
Represent PIH/APZU at relevant local and national meetings.
Perform additional duties as assigned

Requirements:

Degree in Business Administration, Supply Chain or any other related degree in the field.
Should have a background in program coordination, operations, supply chain management or logistics, including at least five years of related work experience_
Substantial experience supporting project operations in rural areas.
