SENIOR ADVISOR: MONITORING ,EVALUATION AND RESEARCH

 Responsibilities

Provide technical leadership and guidance to the team and program counterparts at all levels to participate in and lead, as needed, monitoring and evaluation of program activities and data use for programmatic decision-making
Work with project and financial staff to prepare and track progress of project and activity budgets
Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff Inform project directors and country director of any MER compliance gaps as soon as they are discovered and propose and implement corrective actions to ensure the integrity of donor funded programs.

Management

Contribute to annual planning process in close collaboration with Chief of Party, Project Directors, Donors and the rest of the program team
Maintain functional M&E systems for all Jhpiego Malawi programs and ensure compliance with Jhpiego Global MER standards
Ensure MER staff conduct Data Quality Assessment (DQA) visits Work closely with all MER staff at all levels and provide corrective support and mentoring as needed.
Supervise and support a team of MER professionals In collaboration with the program team identify and document programmatic successes, best practices, challenges and lessons learned
Lead results reporting to donors by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate In collaboration with program teams, ensure that necessary M&E planning, budgeting and management activities are planned for and occur to facilitate smooth and efficient program functioning

New Business Development

Contribute to proposal development and lead the M&E component for
all new business development activities in Malawi in collaboration
with MER backstops

Required Qualifications and Experience

Advanced Degree in Public Health, Demography, Statistics, Social Sciences or related field or equivalent experience
Minimum seven years of relevant experience in monitoring, evaluation and research with proven success working on medium to large sized,​​​​​​​ multi-year international health sector development programs including US Government donors, UN and other donors
Extensive experience and mastery of M&E systems, practices, standards and innovations
Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
Demonstrated expertise working at a senior level with international donors, senior government officials and policymakers
Demonstrated management, coordination, teamwork and planning skills with proven ability to function effectively with multiple stakeholders in both the public and NGO sectors M&E experience in HIV/AIDS (PEPFAR), TB, malaria, nutrition, family planning, and maternal, neonatal and child health care Familiarity with Malawian health management information system and other national M&E systems and the “Three Ones Principle”
Experience and understanding of the US Government strategic priorities and health systems strengthening framework and reporting system, and PEPFAR experience.
Other donor experience also preferred.
Excellent writing and communications skills, including demonstrated technical writing skills for publication
Ability to work effectively with a diverse team
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
Fluent in written and spoken English
Excellent facilitation, oral and written communications skills
Ability to travel nationally and internationally

DATA ENTRY CLERK

 Introduction

The Malawi-Liverpool-Wellcome (MLW) Programme (http://www.mlw.medcol.mw) is internationally recognised centre for research and research training, funded by the Wellcome Trust in collaboration with the University of Malawi, College of Medicine (COM). MLW would like to engage the services of a competent and dynamic individual to Work in the SCALE Project at the MLW Research Facility.

Data Entry Clerk – 1 post, based in Blantyre, initial one year contract with potential for extension.

Job Summary

The job holder is responsible for data entry and query resolution for main SCALE study and associated sub studies using Electronic Data Capture (EDC) and Optical Mark Recognition (OMR) methods. In accordance with set procedures and schedules, the job holder is further responsible for data cleaning activities, performing checks on quality of data from field laboratory activities and data extracted from study database.

Job Responsibilities

Enter SCALE and other studys’ data into research databases using available data entry tools e.g. Teleform.
Ensure all EDC devices have the required applications and forms installed.
Run procedures for identification of data entry discrepancies (differences) and check identified discrepancies against source data documents for research studies.
Implement other procedures for ensuring that data are consistent, accurate and complete thereby contributing towards production of a clean database.
Maintain Case Record Forms (CRF), other research data documents and Project Data Management files in an orderly manner.
Participate in resolving problems encountered by Enumerators and other field members.
Assist in production of periodic reports.

Other Required Knowledge, Skills, Attributes and Experience.

ICT background (Spreadsheets and Databases)
Excellent knowledge and experience in working with Microsoft Office products.
Typing skill of 120 words per minute.
Experience in data entry with a Research Institution.
Good knowledge of information technology appliances e.g. Smart phones, PDAs, OMR
Ability to work with minimal supervision.
Ability to develop and maintain good relationships.
Ability to pay attention to details.
Good communicator in Chichewa and English.
Ability to work under pressure and meet deadlines.
Possession of good planning skills.
Mature, with good sense of confidentiality.
Trustworthy.
With track record of adhering to the principles of good clinical practice.

Job Function

Reporting to the Accountant, the incumbent will be responsible for providing efficient accounting support services to the Commission.

Main Duties and Responsibilities

Writing cheques and obtaining necessary signatures
Maintaining cheque register and ensuring safe custody of signed cheques until collected or delivered to payee

Qualifications
