Purpose of the Position

The PMER Officer is responsible for providing technical support to the 3 Districts in the following for the Disaster Risk Reduction programme “Enhancing Resilience in Malawi”, funded by DG ECHO (EU)

To ensure that the program activities are on track

Responsibilities

Review internal M&E systems and processes to align them with the M&E requirements of the Community Resilience Project;
Work with partners to develop and apply different participatory monitoring, evaluation and learning methods,
Participate in implementation planning meetings to provide guidance to implementation teams to plan activities with clear input and output milestones based on the project logical framework matrix;
Produce and implement monthly, quarterly and annual Monitoring, Evaluation and Reporting plans based on clear Terms of Reference (ToRs);
Supervise periodic data collection (by implementation staff and volunteers) on progress against activities, quality of outputs and project risks,
Conduct capacity building of all stakeholders involved in monitoring, evaluation and reporting of the project activities in liaison with HQ Planning, Monitoring, Evaluation and Reporting,

REQUIRED QUALIFICATION AND EXPERIENCE

Bachelors in Social Science preferably in statistics or mathematics
Diploma in project management
4 years working experience in Monitoring and evaluation.

PROJECT ACCOUNTANT

 KEY RESPONSIBILITIES

Ensure the project funds are used solely for the objectives and activities of the program.
Control transfers, withdrawals and cash flows of project funds at all levels
Prepare and monitor monthly bank and cash reconciliations per project location and project office.
Ensure that all field returns in relation to the project are finalized and supported with appropriate supporting documentation.
Ensure correct coding is in place (account, budget, donor codes),
All supporting documents are scanned and digitally archived according to the provided guidelines.
Assess if expenditures are within budget, discuss and/or provide corrective measures and solution
Monitor and evaluate the budgets vs expenditure of the program and ensure the recommendations issued are discussed with the finance department and Disaster Risk Reduction Project Manager (DRRPM)
Verify financial field reports and assess their compliance with established policy, procedures and specific ECHO requirements.
Ensure staff contracts and Job descriptions are in place, allocated staff positions are in compliance with the approved budget, salary calculations are accurate including the benefits as per MRCS/Donor requirements.
Monitor outstanding Working Advances to staff and ensure it is fully reconciled before the end of the project.
Support, advise and if necessary train the National Society, sub-contractors and partners in financial management, administration and operations.
Together with the Belgian Red Cross ECHO Delegate and DRRPM, support and advise the MRCS in planning, implementation, monitoring, evaluation and reporting of the project with special regard to financial and administration issues.
Support and advice MRCS and Belgian Red Cross ECHO Delegate on external audits that may be commissioned by NLRC/ECHO.
Maintain accurate register of the assets (inventory) and insure that accurate system is in place and maintained
Set-up an audit-proof financial filing system (digital & hard copies).

Financial reporting

Ensure timely and accurate project reporting (quarterly, interim, final) that meets the donor requirements in accordance with the signed MoU(s) and Project Agreement(s).
Evaluate the quality of financial transactions.
Make necessary adjustments of any discrepancies identified
Perform monthly project reconciliation to verify the quality and accuracy of the financial reporting
Perform monthly update of procurement table, suppliers list and inventory list.
Update monthly staff list and timesheets when applicable.
Assist quarterly MRCS in preparation of forecasts and Cash Requests.

REQUIRED QUALIFICATION AND EXPERIENCE

Bachelors’ Degree in Accountancy or completion of ACCA level II
Working experience in the fields of project planning and management professional
Experience in financial management, project audits etc.
Working experience in projects financed by European Union experience in negotiation and mediation

Data Team Leader and Project Manager

Duty Station: Lilongwe

Purpose of the position

The Humanitarian Data Team Lead will ensure that the team is adequately sourced with volunteers, students and staff to accomplish its goal and is responsible for the daily management of the team. This person also actively participates and contributes to the data projects. This position reports to the Monitoring and Evaluation Manager.

Key Responsibilities

Lead and manage a cohesive, multi-disciplinary team of staff, graduates, students and volunteer data experts.
Recruit and guide new volunteers, graduates and trainees when needed.
Evaluate progress with each team member on a regular basis, and organize a team retreat twice a year
Identify humanitarian challenges and opportunities in Malawi by engaging with internal and external stakeholders, in meetings and working groups on data.
Provide technical leadership for the data projects
Proactively informing clients about the status of their projects
Contribute to data projects where your own technical skills and competencies are of value.
Perform and oversee administrative tasks, such as handling invoices and contract handling.
Promote team achievements, both internally and externally, by co-writing blog posts and a newsletter, publishing on social media and reaching out to our partners in person.
Support with writing proposals for donors or other parties who wish to collaborate with us.
Identify project activities for which support from the wider network of data- and information specialists in the Red Cross is needed, and organize the support from them.

QUALIFICATION AND EXPERIENCE

Required

University Degree in preferably Science, Technology, Engineering or Mathematics (e.g. Computer Science, Econometrics, Artificial Intelligence, (applied) Mathematics, (applied) Physics, Astronomy, Technology Management, or GIS)
Track record showing the capacity to use data to improve processes, operations and decision-making.
At least 3 years of professional experience in a project management role

DESIRABLES

Work experience in an international development or humanitarian setting.
In depth experience in any of the following subject matters: data analysis, data visualization, machine learning, data literacy, GIS or programming.

GIS Specialist

Purpose of the position

This position is responsible for collecting geo-data from numerous sources to create and share maps and other geo-information products from the data collected, for managing data collection toolkits in use by Malawi Red Cross such as Open Data Kit, Open Map Kit and Akvo Flow. And to maintain and prepare the hardware needed for data collection, to train enumerators for data collection, and to lead them in data collection missions. This position works closely together with the PME department and reports to the humanitarian data team lead.

Key Responsibilities

Understand information needs by Malawi Red Cross decision makers and translate these into data collection, analysis and GIS products
Identify, review and utilize open geo-data sources and combine these with data collected by Malawi Red Cross.
Organize Missing Maps events in Malawi and organize and lead field mapping activities (see missingmaps.org)

District Project Officer (2 Posts)

Duty Station: Nsanje and Zomba

Purpose of the Position

The District Project Officer is responsible for district level management and successful implementation of the project activities of the “Enhancing Resilience Programme in Malawi”, funded by DG ECHO and ensure that the desired outcomes are achieved.

KEY RESPONSIBILITES

Develop annual district operation plans and consolidate annual implementation plans for the DRR Project in the district.
Submit to the DRR Project Manager monthly, quarterly and annual plans, budgets and progress and narrative and financial reports.
Develop district budgets as per respective donor requirements and consolidate an overall district budget.
Ensure that project funds are being used in the most efficient and appropriate manner in line with project action plans and financial management procedures.
Facilitate trainings where necessary or outsource specialized trainers in those fields.
Assisting and training disaster response and early warning/ action teams proper and agreed format for project proposals.
Oversee implementation of advocacy on DRR related interventions.
Represent the national society at meetings/seminars/ workshops on issues that are relevant to the project district level.
Liaise/collaborate with government officers relevant to program activities at District Level e.g. District Management Office through the District Civil Protection Committee and other relevant stakeholders.
Supervise and provide technical and moral support to subordinates and volunteers.
Undertake routine site supervisory visits to all project sites

Required qualification and experience

Bachelors Degree in related field
At least 3 years’ experience in project management.
