The Organisation
ESCOM is a Limited Company Incorporated under the Companies Act of the Laws of Malawi. Its core business is to purchase and transmit, distribute and supply electricity in Malawi and beyond.

General Description of the Job
The Director of Legal Affairs and Company Secretary shall be responsible to the
Chief Executive Officer in the performance of his/her duties and responsibilities
to effectively manage the Legal Affairs Division of the Corporation.

Key Responsibilities of the Position
The Director of Legal Affairs and Company Secretary shall be responsible, but
not limited, for the following:

Guiding and overseeing the overall Legal Services Division function in line
with the Corporation’s set goals, policies and strategies;
Performing the role of Legal Counsel to the Corporation and representing the Corporation in court proceedings and actively participating in negotiations for major projects;
Ensuring the Corporation’s compliance with all the requirements of the Companies Act, Cap. 46.-03 of the Laws of Malawi as well as other statutes and any other legal requirements relevant to the Corporation’s operations and business;
Liaising with the Corporation’s retained lawyers and ensuring professional handling of all litigation and other matters in which the retained lawyers have been instructed;
Ensuring timely preparation and filing of Annual Reports and Accounts of ESCOM;
Representing, directing and guiding the Legal Services Division in the Corporation’s strategic planning process;
Handling activities related to the appointment of the board of directors; their induction to the company’s mandate, mission and vision; including the overall conduct of the board of directors individually and as an institution;
Ensuring that ESCOM complies with all policies, laws, statutes and regulations, as it undertakes all its activities:
Organizing board meetings and related agenda and documentation in liaison with the chairman of the board of directors and the chief executive officer;
Preparing minutes of all meetings In good time; keeping and maintaining minute books, registers and seals;
Organizing the annual general meetings of die company and all related and incidental activities including but not limited to issuing of notices of the meetings, management of proxy forms where appropriate, and providing directors with all required information; and
Carrying out any other duties as assigned by the Chief Executive Officer.

QUALIFICATIONS AND EXPERIENCE

The ideal candidate should have:

a minimum qualification of an LLB from a recognized University and a relevant Masters’ degree from a recognized University.
Applicants must have ten (10) years experience of which at least five (5) years should be at senior Management level.
Applicants with experience in the power supply industry will have an added advantage

ACCOUNTANT

 The Government of the Republic of Malawi received a credit facility from World Bank towards the Skills Development Project (SDP). TEVET Improvement Plan (TIP), under TEVET Authority, is part of the SDP. The objective of the SDP is to increase access, improve market relevance and result orientation of supported skills development institutions in agreed priority areas.

Specifically, TIP aims at: increasing access to employment-onented skills development programs in rural areas; broadening the range of market-relevant programs at technician level in priority areas in partnership with employers and industry; improving the capacity of quality assurance in the TEVET system and conducting impact evaluation to test the effectiveness of alternative interventions.

TEVET Authority, therefore, intends to recruit suitably qualified and committed individual to fill the following project position:

Position Title: Accountant

Reporting to: Head of Funding and Finance

Division: Finance and Funding Division

Responsible for : Finance Assistant

Job Purpose

The Accountant shall be responsible for provide prudent financial management services and assist in TEVET Levy inspection and collection services

Key Duties and Responsibilities

Consolidates budgets;
Monitoring and controlling expenditure;
Receipt of payments to the Authority and issuing of receipts;
Disbursement of funds implementation;
Maintenance and reconciliation of petty cash imprest;
Ensuring proper retirement of working advances;
Payment voucher verification and issuing of cheques and remittance advices;
Reconciliation of bank accounts;
Inspections of technical and community colleges accounts;
Making bank deposits and withdrawals;
Filing of accounting documents;
Processing of accounting transactions;
Liaising with levy payers, banks and other stakeholders;
Handling audit queries
Assisting with TEVET Levy inspections and collections;
Assisting with levy awareness matters;
Monitoring of inventories and office supplies

QUALIFICATIONS AND EXPERIENCE

Bachelor of Accountancy/Business Administration and studying towards professional qualification such as ACCA or CIMA and 5 years relevant experience in Finance.

Job Purpose

To ensure proper recording and monitoring of bank transactions under the TEVET Improvement Plan (TIP) funded by World Bank under the Skills Development Project from 2015 to 2019.

Key Duties and Responsibilities

Maintains and implements financial policies, procedures, standards and guidelines as per the Public Finance Management Act guidelines.
Reviews all disbursement requests to ensure that they are within the approved budget;
Prepares monthly bank reconciliation statements;
Acts as Team Leader in project budget preparation;
Prepares annual financial reports and monthly management accounts;
Prepares cash forecasts for the project;
Ensures proper filing of documents;
Handles Audits of the Project;
Visits the Regional offices, Community Skills Development Centres periodically to verify that resources are optimally used.

MINIMUM QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

Bachelor’s Degree in Accountancy or professional qualifications such as ACCA, CIMA;
At least 5 years working experience in World Bank Project;
Have demonstrable skills in relevant computerized accounting packages especially in ACCPAC;
Be a self-motivated team-player and of high integrity;
Have excellent interpersonal skills.
