ZONE MANAGERS (3)

 DUTIES

Mobilization, of resources for operations in respect of zone programs and that assets, infrastructure and the resources are safe and used for the furtherance of the objectives of the Board;
Organizing and ensuring that construction of and maintenance of water supply systems and works from water reservoirs to water user meters in the zone are carried out timely.
Developing and reviewing non-revenue water reduction strategies in collaboration with Non — Revenue Water Manager,
Co-coordinating outsourced contracts at Zone level,
Monitoring and evaluating performance of all water supply services in the zone area and liaising with Production Division / Sections to enhance and sustain water supply;
Reporting to management on water supply situations, trends and other effects that have bearing on water supply services in the zone;
Preparing and presenting appropriate reports to management as required from time to time;
Ensuring that the zone office has adequate resources at all times that water supply and business is not disrupted;
Championing change management; corporate governance; risk management and internal control processes on matters related to water supply services in zone management matters;
Build and maintain effective working relationships with other departments, leaders up and down the organization and the union.
Responding to queries on matters related to water supply and business in the zone;
Demonstrating outstanding commitment to service delivery programs of the Board by personally identifying and reporting water bursts / leakages to customer care division of which verifiable repair records shall be tendered to be used as one of the components for assessment during one’s performance appraisal time;
Building the capacity of the zone office at all levels.

Investigate, recommend, and implement new equipment or process changes and/or modifications that will improve operations, productivity, and reduce costs.
Using Reliability concepts (i.e. root cause failure analysis, operator basic care) and critical thinking skills to effectively troubleshoot and solve complex operating issues.
Leading and participate in continuous improvement efforts.
Maintaining necessary zone records and reports, follow up and delegate as needed for all significant problems.
Possess excellent leadership, management, interpersonal, problem-solving and decision-making skills.

QUALIFICATIONS AND WORK EXPERIENCE

Applicants must have:

a Bachelor’s degree in Civil Engineering plus 5 years experience and
a current Malawi Board of Engineers professional engineering registration (or the ability to become registered with MBE within 6 months).

RESPONSIBILITIES

Coordinates activities by scheduling work assignments, setting priorities and directing the work of Instructors
Undertake the normal responsibility of the Instructor i.e. Lecturing Entrepreneurship and Computer lessons
Collaborates well with staff in decision-making, team building and developing productive strategies which foster improving learning and teaching
Monitors expenditure and accounting of funds designated for use in vocational education programs
Foresees potential difficult, negative and or volatile situations and takes pre-emptive and productive steps to prevent them from happening
Leads meaningful department meetings on a regular basis
Representing the College in different forums.

REQUIREMENTS

A minimum of Professional Degree in Education and relevant field from the recognized Institution
Very conversant with TEVETA operations in Malawi

 Background

Foundation for Irrigation and Sustainable Development (FISD) is a non-profit making organisation registered in the year 2006. The organisation works in the irrigation sector in addressing livelihood challenges facing the vulnerable populations of the society. The Foundation for Irrigation and Sustainable Development (FISD) is an affiliate of FISD Limited Company, which has four divisions including FISD Construction; FISD Microfinance; FISD Trading (solar water pumps); FISD Agribusiness. FISD invites applications from suitable, qualified candidates to fill the vacant position of a Procurement Officer.

KEY RESPONSIBILITIES

The Procurement Officer’s responsibilities shall include the following:

Prepare and issue Purchase Orders (POs) to suppliers and follow up POs to ensure suppliers comply with delivery deadlines.
Prepare Request for Quotations and source quotations from suppliers through emails or physically.
Maintain file index and files for all purchases by project, category, grant (charge codes) and location.
Check goods on arrival to ensure correctness of order and that it agrees with packing list/invoice before goods are handed over to the stores personnel
Develop procurement plans for different projects
Maintain on up-to-date procurement status report and share with budget holders on a regular basis
Operate and maintain a procurement monitoring and tracking system through the procurement tracker or any available software including a logging system of incoming and pending purchase requests and generate reports for circulation
Copies of all approved payments are made and recorded in the Payments tracker on a weekly basis
Any other duties assigned from time to time by management.

REQUIREMENTS

Bachelor of Procurement and Logistics/ Bachelor of Supply Chain or any other related qualification
At least 5 years of experience in a similar job.
Those with CIPS Certifications will have an added advantage.

Knowledge, Skills and Abilities

Knowledge of and skill in the application of procedures for procuring, receiving, storing and shipping materials, tools and equipment, record and file management.
Knowledge of partners and governmental contracting and procurement procedures.
Skill in inventory procedures and techniques.
Ability to work independently in an environment where judgment must be exercised rapidly.
Ability to learn, interpret and apply complex and technical regulations, policies and procedures as related to procurement.

Conceptualise, develop and effectively execute FAWEMA’s strategic plans and programmes in line with FAWEMA and FAWE’s strategic objectives and ensure the implementation of programmes across the country;
Oversee the financial and programmatic functions of the organization.
Provide guidance to development and implementation of work plans and budgets, ensure prudent investments and expenditure of funds.

QUALIFICATIONS, SKILLS, EXPERIENCE AND COMPETENCIES

The ideal candidate should:

Have at least a Masters Degree either in Social Sciences, Education, Development Studies, Strategic Management, International Development Studies or any other development/ education related area.
Possess at least ten (5-10) years’ experience in a senior management position, preferably in a development and non-government organisation role.
Be a visionary leader with a demonstrated track record in strategic management, programme development, resource mobilisation, financial management, project implementation and monitoring and evaluation
Possess well developed networking and negotiation skills with the ability to develop strong collaborative partnerships and relationships with donors, high profile government officials, international and local partners.
Have a passion for girl-child education and be able to provide focused leadership in this area of development
Command presence, demonstrate sound decision-making and judgement capabilities, integrity, resilience and be self-driven
