COMMUNICATIONS AND ADVOCACY OFFICER

 The NES approach will be two-fold:

At National level, the NES processes will support the development of standards and procedures to guide the implementation (road map) of the new land laws. This support process will include nationwide awareness campaigns on the new land laws, compilation of feedback from key stakeholders (CS0s, Religious group, Traditional Authorities and Members of Parliament); capacity building of land committees and tribunals and strengthening women land rights to inform the implementation process.
At community level, the NES will support and raise awareness on land registration and titling models.
The NES will involve various key stakeholders including government (particularly Ministry of Lands, Housing and Urban Development, Ministry of Local Government as well as the Ministry of Civic Education), civil society, members of parliament and community leaders to ensure that the new land legislative framework is inclusive and people centered.

Reporting to the National Coordinator, the Communications and Advocacy Officer will be responsible for

KEY RESPONSIBILITIES

Assist the NES facilitator in designing, planning and implementing a communication and advocacy strategy to complement the NES processes.
Develop strategic partnerships with key stakeholders and partners to elicit financial and technical support for LandNet and its members
Develop innovative communications, advocacy and visibility programs and materials.
Develop Landnet’s social media profile, establish and maintain a vibrant social media presence for the organization.
Engage in public dialogue on national and international issues on development and social justice on land issues.
Serve as a spokesperson and communications liaison to media houses, governmental bodies, civil society, non-governmental organizations, private sector, religious bodies, educational organizations and international organizations.
Correspond with the media in organizing press briefings, interviews and press releases
Draft and manage communications and knowledge products including but not limited to newsletters, promotional materials, documentaries, LandNet website, social media outlets and information, educational and communication products (IEC material).
Provide advice and guidance to managers, senior officers and other public information staff on a range of advocacy and outreach issues, methods, campaigns, approaches and resolutions.
Organize media campaigns, outreach activities, stakeholder consultative and member meetings and build information networks.
Coordinate and manage a membership database, plan and oversee its maintenance and direct all public information to all members.

SKILLS/ REQUIREMENTS

Minimum of a Bachelor’s Degree in Journalism, Communications, Public Relations or a related field Minimum of 3 years relevant experience within the land governance or natural resources sectors.
Demonstrable knowledge of various media platforms such as print, electronic/online, and social media, for communication and brand building.
Knowledge and understanding of the international, regional and local land governance instruments and the newly enacted land laws.
Self starter, strategic thinker, analytical and innovative.
Ability to work independently and under pressure.
Proven communication and advocacy skills.
Team player with excellent interpersonal and networking skills, both orally and written.
Great command of the English and at least one other main local language.
Good organizational skills and ability to deliver results while managing competing priorities under tight deadlines.
Computer literacy in word processing (MS Word), email and presentations (MS PowerPoint).

PROJECT OFFICER

 Project: Promoting Responsible Governance of Tenure of Land to enhance food security and sustainable livelihoods of rural communities

Duration: This is an open contract subject to continuation of funding. Current funding is for 1 year.

OVERVIEW OF PROJECT

Principles of Responsible Agriculture Investments (RAI) and African Union’s Principles for Large Scale Land-based Investments provide clear guiding principles on how to respect and protect tenure rights of women, men and communities in an effort to improve the pro-poor impact of private sector investments. These instruments have been consolidated into one tool — the “Analytical Framework for Large Scale Investments in African Agriculture – Due Diligence and Risk Management”, hereinafter called “the DD tool”. The tool is designed to help investors ensure that their investments are inclusive, sustainable, transparent and respect human rights. With funding from Flanders International, this project will pilot models that ensure that investors act responsibly and participate in mutually beneficial partnerships with rural communities. The models will work to ensure tenure rights of rural communities are protected and respected while simultaneously promoting responsible investments.

Reporting to the Head of Programmes, the Project Officer will be responsible for the following:

KEY RESPONSIBILITIES

Coordinate and manage all activities in the implementation of the project
Test and apply the DD Tool to identified investments and provide recommendations and feedback to key stakeholders
Organize private sector and community working groups to address pertinent land issues/conflicts
Collaborate with identified investors to promote awareness on the importance of land rights in promoting responsible investments
Facilitate and establish meaningful and collaborative partnerships between key stakeholders.
Conduct trainings for key stakeholders on international and local land governance frameworks.

SKILLS/REQUIREMENTS

Degree in Agriculture Extension, Agriculture Economics or any other relevant discipline.
Minimum of 3 years’ relevant experience in land governance or land tenure.
Knowledge and understanding of the New Alliance Due Diligence Tool kit
Knowledge of the newly enacted land laws, regional and international land governance instruments.
Demonstrable knowledge and experience of participatory and rights based approaches to community development and advocacy Strong administrative and project management skills and experience including contract management and negotiation.
Proven ability to organize and conduct workshops and technical meetings and manage multi-stakeholder consultations and processes.
Collaborative spirit and ability to work in team settings across diverse organizational settings
Excellent interpersonal and communications skills, both oral and written
Good organizational skills and ability to deliver results while managing competing priorities under tight deadlines.

COUNSELOR EDUCATOR - NSANJE DISTRICT HOSPITAL

In ma’am MSF works in collaboration with the Ministry of Health and the local community in integrated HIV/AIDS project in Nsanje district. MAJOR RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

Provide treatment initiation counselling, fast track re initiation counselling for 1st line and 2nd line in-patients on ART
Adherence and follow up counselling to TB and HIV in-patients
Post discharge follow up of in patients according to the protocols
Identifying, screening for psycho-social issues and referrals to relevant supporters
Supportive counselling to inpatients
Conducting group health education sessions in the ward
Grief counselling
Maintaining records after counselling sessions.

REQUIRED WORK EXPERIENCE:

Previous work experience of at least 2 years or more in providing education and counselling to HIV/TB
Previous experience with an NGO is an added advantage.

EDUCATIONAL QUALIFICATIONS:

Degree/ Diploma in Social Work, Community Development, Public Health or any equivalent qualification
Certificate in MoH HIV Testing and Counselling
MSCE Certificate.

ADDITIONAL REQUIREMENTS:

The Malawi Local Government Accountability and Performance (LGAP) project will improve the performance of local government in Malawi by improving capacity and accountability of local governments in the districts where it will work, strengthening citizen engagement and oversight, and improving the broader national policy and systems environment for decentralization The project’s technical approach includes limited construction and/or rehabilitation of district infrastructure. The activities are expected to be small-scale and will include design and construction of new structures in addition to repair and rehabilitation of existing structures

The District Coordination Assistant will support the Program Manager with implementation of activities with local governments, the private sector and CSOs to improve district development planning, public financial management, and accountability, particularly in the areas of health, primary education, agriculture, and the environment.

RESPONSIBILITIES AND KEY TASKS

The District Coordination Assistant will be responsible for the below tasks:

Provide technical, administrative, and logistical support to contractual/program activities in assigned districts.
Responsible for identifying and securing venues for training workshops, monitoring visits to construction assistance sites, drafting grant negotiation memos, collecting success stories and lessons learned for the ME&L team, and other support as required by the District Program Manager.
Support the collection of qualitative and quantitative information for monitoring and evaluation (M&E), baselines surveys, and governance performance indexes.
Other duties as assigned by supervisor.

QUALIFICATIONS

A Bachelor’s Degree in a related field with a minimum of 5 years of relevant work experience
At least 2 years of experience working with donor funded projects (preferably USAID) in a support function
