Partners in Hope (PIH) is a Malawian NGO based in Lilongwe. In addition to operating a generic clinic, in-patient and HIV/AIDS clinic the program unit provides support to Ministry of Health facilities in eight districts from Chitipa to Nsanje. Teams are working to meet the 90-90-90 targets for HIV testing, retention in care and viral load suppression through training, mentorship, supervision and health systems strengthening. Partners in Hope is currently recruiting for the following position:

ECD/Option B+ Technical Consultant

Overview

The Technical Consultant will support – Hilton grant with M&E and inform implementation revisions, confirm positive impact to justify scale up. S/he will help in programmatic tasks as well scientific writing within HIV Programming to support the Hilton Foundations’ strategic initiative for children affected by HIV/AIDS.

Duties & Responsibilities

Contribute to data analysis and writing study results as well as contributing to the writing of reports and manuscripts as the study progresses, including progress reports for the funding agency.
Provide technical assistance in the coordination of data quality supervision in collaboration with project M&E officer
Assist with supervision of data collection at facility level when necessary
Develop tools (SOPs, forms,) for the implementation and monitoring of project at sites
Work together with the PIH – EQUIP research teams in the design and implementation of research under the Hilton grant
Help ensure project is implemented according to protocol with minimal interruptions to standard of care services in the health facilities.
Assist with recruitment and hiring of project staff when necessary (e.g. (shortlisting, interview, final selection report)
Develop training materials and assist with trainings and reorientation of staff throughout the project.
Competencies

Demonstrated ability to use data management software e.g. Access and other database applications
Strong strategic analysis, organizational skills, detail orientation, and timeliness of performance
Familiarity with HIV Program M&E frameworks and indicators.
Qualifications Required

Bachelor’s Degree in Public Health/Health Sciences or Social Sciences with 3-4 years’ experience in a health-related field
Master’s degree in Public Health or related field will be an added advantage
Project management experience.

Responsibilities

ITS Administrative support

Ensure compliance with RTI Information Security and confidentiality policies o
Assist with properly documenting helpdesk support incidents, system repair, and other project activities using a helpdesk ticketing and/or- email system where possible.
Handle first level support tasks and escalate any unresolved tickets to the IT specialist
Assist with electronic pool asset management and tracking.
Supporting Windows PCs

Ensure Windows and other software is maintained and that patches are promptly applied on computers in the local office.
Ensure anti-virus software is kept current.
Ensure information is backed up and maintained in accordance with RTI policies and procedures.
Provide user support on hardware, networking and software related issues.
Configuring and troubleshooting laptops, desktops & printers
Supporting the network infrastructure including

ISP. router, Ethernet switch, PABX and VolP; perform routine Moves, Adde and Changes whenever needed,
Set up, maintain, and support the IT infrastructure for additional project offices as they are established,
Assist with technical specifications, budget, and forecast the IT requirements for the offices and coordinate the procurement for the same.
Supervise die performance of any local IT firms or staff hired to support the project offices.
Ensure compliance with RTI Information Security policies, procedures and standards.
Provide training on IT policy to other project staff
In association with the Procurement and Logistics Specialist, maintain and document location of spare equipment. Be prepared to distribute spares quickly to other locations as needed.
Minimum Required Education & Experience

Bachelor’s Degree and I year of experience in areas of ICT (Hardware, software and networks)
Experience with LOCAL ISP and available Internet technologies
Professional IT certifications such as Ase,N+,1CDL. MCP preferred
Experience working in other USAID/donor-funded education programs in relevant areas
Experience working in computer and IT training Skills and competencies
Proficient in Microsoft Office 2010,Windows 7 in a domain environment
Ability to troubleshoot common hardware, software and network issues
Ability to meet deadlines and adjust to fast changing priorities
Ability to quickly gain new skills and knowledge when faced with new challenges o Aware of the ethical and professional standards of IT personnel
Pays attention to detail.
Excellent verbal and written communication skills
Ability to ask appropriate, relevant questions and get information in order to diagnose computer problems and discern what level of support is needed when a problem is presented.
Able to show respect to all cultures and work in a culturally diverse environment

Responsibilities:

Processes payments for staff travel advances, ensuring advances are liquidated on time and accurately
Prepare payment vouchers in support of payments for protect activities and suppliers invoices confirming such payments are: in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
Raises journal vouchers or adjusting journals for necessary reviews and approvals
Provides support in compiling and submission of the monthly financial reports package for the respective projects
Address monthly financial reports review comments raised by the Accountant in relation to travel and activity advances & respective liquidations.
Reviews sub-grantees financial documents in consultation with the Senior Grant Manager.
Maintain petty cash and making petty cash payments
Make payments to workshop participants (including travel and meals refunds) as designated by the supervisor
Process checks to suppliers and employees
Accounting/keep track of expenses and other financial transactions, mainly Involving expense entry, tracking and record keeping;
Ensure adequate filing of finance documents
Performs other duties assigned by the supervisor.
Required Qualifications

Bachelor’s degree in Accountancy with 1 year of relevant experience
Those with a Diploma in Accounting or a related field with at least 5 years of relevant experience may be considered
Skills and Competencies:

Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
Familiarity with QuickBooks
Ability to multi-task o Attention to detail and accuracy
Trustworthy and track record of impeccable Integrity
Conversant with USAID/USG financial guidelines/regulations
