Reporting to the Procurement Officer, the Stores Clerk shall be responsible for managing the Law Commission’s stores office.

Qualifications

Malawi School Certificate of Education (MSCE) with credits in English and Mathematics and should be computer literate. Those with a Diploma in Purchasing and Supply plus previous experience in a similar position will have an added advantage.

Principal duties include

Receiving and issuing stocks;
Maintaining and updating stores records-i.e. stock cards, issuing forms and inventory ledgers;
Working in coordination with users to determine requirements;
Liaising with the Procurement Officer on stock levels;
Preparing requisitions for purchase of goods;
Conducting physical inspections of stocks before receipt;
Determining and requesting stock order using economic orders quantity;
Safeguarding stocks and ensuring clean and tidy stores office at all times.

 Innovations for Poverty Action seeks qualified Field Managers (2) on a new study on the impacts of tax decentralization from May – August, 2017. Located in Lilongwe, Malawi this position is part of USAID/Malawi’s Local Government Accountability and Performance (LGAP) activity. It is an opportunity to work nationwide on a program that collaborates with the Government of Malawi at all levels with the aim of increasing local government performance and transparency, strengthening citizen demand for accountable government at the local level,and improving decentralization policy environment and systems.

Responsibilities

Actively contribute, as needed, to the refinement and improvement of the study instruments, study design, and logistics
Recruit, hire, train and supervise the assigned interview team over the course of the study period.
Communicate difficulties or potential issues regarding field activities, personnel, etc. to the management team.
Properly maintain all project equipment and records.
Maintain a detailed record of all budgets and field-related expenses incurred (transportation, supplies, etc.) during the contract period and submit monthly reports
Make sure that all field activities are effectively and efficiently executed.

Qualifications

Bachelor’s Degree in economics, social sciences, public policy, or a related field (those with a Diploma- and compensating experience will be considered)
Strong organizational skills and ability to manage multiple tasks efficiently
Excellent attention to detail
Flexible, self-motivating, and able to solve unexpected problems
Demonstrated experience leading and managing a field research team
Excellent written and verbal communication skills in English.

Desired Qualifications and Characteristics

Experience working on USAID donor projects
Experience working with local governance
Working knowledge of electronic based data collection systems
Familiarity with randomized controlled trials

Main Tasks and Responsibilities

Operational Execution

Implement financial policies in accordance with MM (Operations) Limited policies, EU and Grant Agreement Rules and Regulations and local financial regulations; ensure that all grant policies and regulations are adhered to.
Assist in annual audit of the Grant, and ensure compliance with the rules and guidelines administered by the EU.
Data Capture, Analysis and Reporting

Perform functions of financial administration and reporting to include preparation and timely submission of EU Grant reports, development of associated budgets, and coordination of budgeted costs
Quality

Ensure that cash transactions are well planned controlled and reported.
Ensure accuracy of the EU grants management system, aiding programme effectiveness and delivery.
People and Performance Management

Liaise with appropriate department heads regarding financial and accounting issues.
Analyse spending trends and provide feedback and analysis to Head of Outreach and Group Financial Controller on areas with significant over- or under spending.
Liaison with the EU to manage the grant and relationships.
Work with colleagues to prepare high quality budgets, financial statements, audits and to manage change.
Risk Management

Consult Group Financial Controller on cost allocations, general accounting, internal controls and administrative systems as required.
Develop financial management mechanisms that minimize financial risk and maintain internal financial control safeguards/mechanisms and coordinate all audit activities

Applicants should have:

a Minimum of a Degree in Finance, Project Management, International Business or a related professional. qualification with a strong focus on financial matters and
a minimum of 5 years of financial management and accounting experience, including preparation of complete financial statements (balance sheet and income statement) and audit experience. At least 2 of these years should beat a senior level in finance and administration.
The candidate should have prior experience working with an international NGO and in EU grant management.

 Job Purpose

This is an exciting opportunity for someone who can demonstrate success in securing significant institutional funding. The successful candidate will play a leading role in the achievement of a strong ongoing multi-annual funding base for Concern in Malawi, which supports the delivery of quality programmes in line with our Strategic Plan. You will report to the Programmes Director and work closely with Programme Coordinators, Country Finance Controller, Country Director and HQ-based Desk.

Key Responsibilities

Develop the country funding strategy thorough research and the development of relationships with key donors and potential consortium partners
Write concept notes and full proposals for both grants and contracts to a high standard, following thorough stakeholder analyses, data collection and all necessary consultations (internal and external)
Coordinate and facilitate consortium formation and proposal development processes externally and internally.
Develop MOUs, pre-teaming agreements or other required documentation in relation to consortium formation and partnership development.
Support the development and review of donor reports, develop and manage a donor compliance management system and train staff on donor compliance rules
Coach key staff, internally and from partner organisationson proposal development and management of donor grants / contracts.

Credentials and Experience

A Masters level qualification in Development Studies, International Relations, Social Studies or a related field
Minimum 5 years’ experience of working in an NGO demonstrating successful proposal writing and grant management for major institutional donors (including EU, DFID, USAID, UN agencies) and foundations
Proven track record in securing significant institutional funding from successful grant / contract applications
Excellent writing skills in English, including proposals and reports
Excellent project planning, monitoring and evaluation skills, using logical frameworks as well as budgeting and financial analysis skills
Excellent networking, communication, negotiation and presentation skills
Experience of working in some or all of the following thematic areas: Livelihoods & Resilience; Health & Nutrition; Gender Equality & GBV; Education; Emergency Preparedness & Response
Experience of working at a leadership or coordination level in consortia preferred
Experience of working with local partners in implementing programmes against the background of donor compliance requirements.
