MEAL SPECIALIST (Lilongwe based)

 Primary Responsibilities

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist will provide day-to-day implementation of MEAL activities, ensuring high quality data collection, management, and analysis, under the 4Children Malawi program. She/he, in collaboration with other CRS 4Children project and partner staff, will collect, manage, and analyze data throughout the project’s implementation, and will work closely with clinical and social structures to ensure that quality data on the case management system is being collected and reported. The role includes but is not limited to the development of standardized collection tools and database systems; frequent data collection; verification of results reported; analysis and presentation of findings and project progress; lead writing of project reports in line with donor timelines and regulations; implementation of project accountability mechanisms; and the provision of feedback to partners. The MEAL Specialist will also work closely with local Technical Service Organizations (TSOs) and government structures and ensure the technical capacity strengthening of these actors in monitoring and evaluation activities, while working closely with the Senior Technical Advisor for Orphans, Vulnerable Children, and Youth (OVCY). The MEAL Specialist will coordinate data collection, entry, and analysis with partner M&E Officers and the Ministry of Gender, Children, Disabled, and Social Welfare (MoGCDSW). They will provide technical assistance in the establishment of Child Protection Information Management Systems (CPMIS) by the Government of Malawi. The MEAL Specialist will report to the 4Children Malawi Project Director

Minimum Qualifications and Experience

Master’s Degree in Statistics, Public Health, Economics or other field related to Monitoring and Evaluation
Minimum of five years of experience in monitoring and evaluating, with a focus on capacity strengthening and PEPFAR programs preferred
Demonstrated ability to apply principles and current approaches in program M&E using both quantitative and qualitative methods, especially those of PEPFAR
Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling)
Proficiency in database development/management, SPSS, EPI-Info, Access, Excel and skills in analyzing, interpreting and communicating information to various stakeholders
Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth and development
Ability to transfer knowledge through formal and informal trainings
Experience using ICT for data collection
Familiarity with measures and tools used in household economic strengthening, food security, and agriculture a plus
Familiarity with NOMIS and GIS a plus.
Experience using appreciative inquiry and conflict sensitivity techniques a plus
Demonstrated proactive leadership ability, as well as supervisory and personnel management experience.
Excellent oral and written communication and interpersonal skills
Excellent organizational skills, team work and ability to prioritize tasks in a timely manner
Strong interpersonal, communication and organizational skills as well as good judgment and vision
Sound coordination skills and a demonstrated ability to multi-task
Demonstrates diplomacy, flexibility, and resourcefulness

 Project Overview and Role

In Malawi, Palladium manages the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.

The HP+ project is currently seeking an experienced professional to fill the position of: Finance Assistant

The Finance Assistant will contribute to the HP+ project by providing financial accounting support to ensure the successful implementation of project activities.

The Finance Assistant will report to the Finance and Operations Manager, and work closely with other staff. This position is full time and based in Lilongwe, Malawi. Only persons legally eligible to work in Malawi will be considered and no expatriate benefits are associated with this position.Responsibilities

Key Responsibilities

Enter quality information in monthly voucher to ensure minimal adjustments and review time. Submit field vouchers in timely manner. Document copies of approved field voucher and supporting documents in office.
Keep up to date financial and accounting records at all times.
Prepare and file petty cash purchase forms with all necessary supporting documentation.
Assist in collecting and reviewing invoices, and issuing payments, ensuring necessary supporting documents and approvals before processing payment.
Review expense reports for travel and program, and supporting documents for reimbursements, including workshop expenses, advances and reconciliation.
Assist project team in budget updates, pricing and cash flow forecasting.
Dispatch and keep records of payment checks.
Receive cash due to Palladium on travel expenditure reports and deposit in the bank
As necessary, assist in financial audit. Maintain accurate and up-to-date financial and other records as required by corporate policy and/or Malawi law.
Prepare VAT claim forms and follow up with Malawi Revenue Authority on VAT refunds.
Requirements

Qualifications

Must have PAEC Diploma.

A minimum of 3 years of work experience in a similar finance role.

Strong interpersonal and organizational skills are required.

Strong attention to detail.

Demonstrated problem solving skills, including the ability to prioritize and work in a fast-paced environment.

Ability to communicate with high-level officials.

Prior experience working with USAID-funded programs is preferred.

Fluency in English required.

Experience in accounting and financial management required.

Must be an experienced user of Microsoft Excel.

Qualifications

A University Degree in Social Sciences, Journalism, International Development Political Science, Public Policy or related field;
Minimum of four (4) years of experience working with international NGOs with development programs working with CSOs, government and private-sector institutions,
A minimum three (3) years of demonstrated experience and expertise in civil society strengthening, capacity development; advocacy; community mobilization and communication; policy formulation and civil society;
Experience in working with Malawi government representatives and media;
Experience in gender and women’s related issues;
Demonstrated knowledge of USG rules, regulations, policies and procedures;
Demonstrating leadership, supervisory and organizational skills;
A high level of interpersonal and communication skills;
Ability to work well in a team environment, able to work effectively with civil society organizations USAID, project staff, and other beneficiaries;
Commitment to gender integration, experience with gender integration a plus,
