MONITORING AND EVALUATION OFFICER

 Development Aid from People to People (DAPP) — a local registered NGO in Malawi — working within education & vocational training, food security, community development, and health with funding from Ministry of Foreign Affairs Finland – has vacancies for the following position:

M and E Officer (Dowa)

In this position the successful candidate will be expected to:

Data collection

Formulate, lead, implement, and enforce proper data collection procedures
Train reporting project leaders on data collection tools and equipment
Implement quality control activities.

Data Management

Develop and implement data management plans
Enter data in a given package i.e SPSS, EXCEL etc
Work hand in hand with the Grants administrator and project manager in managing project based data
Ensure data system is operational
Manage data entry works
Check the accuracy of data against the source documents
Troubleshoot data submission errors and data error issues
Perform and document procedures for data preparation including data cleaning, standardization and analysis
Be responsible for quality control procedure (including , but not limited to, checking data entry quality)
Regularly back up data
Ensure data management procedures and projects have set timelines and meet established deadlines
Data reporting and analysis
Produce weekly, monthly, annual data reports
Assist in defining and/or creating data listings, summary table validation, data specifications and/or process data transfers in preparation for statistical review and/or data management audit
Participate in the preparation and presentation of data, when applicable.

Demands to the successful candidate

Highly motivated, willing to learn, good team work, service-oriented and able to work under high pressure and within a limited time frame
Professional use of personal computer utilizing word processing (MS), spreadsheet software programs (Excel)
Applicable knowledge working with statistic databases such as SPSS, Access, EPI-info, STATA etc.
Ability to handle large volume of data
Excellent communication skills
Excellent English (written and spoken) as preference.

Qualifications

University Degree/Diploma in Data Management, Economics, Statistics, M&E, IT or related field
Preferably, at least 2 to 3 years of experience in data management for the developmental projects.

THE CHIEF EXECUTIVE OFFICER

 General Description of the Job

The Chief Executive Officer (CEO) will be responsible to the Council for the efficient management and administration of the National Council for Higher Education. He/she shall lead in the development of strategies to enhance the operational efficiency of the NICHE. He/she shall lead a multi-disciplinary team of experts in developing high quality strategies and plans to ensure their alignment with short-term and long-term objectives of the NCHE.

Duties and Responsibilities

The Chief Executive Officer’s key duties and responsibilities shall include, but not limited to, the following:

Servicing the Council;
Promoting the interests of the Council;
Directing, monitoring and controlling the activities of the NCHE Secretariat;
Ensuring that NCHE’s resources are utilized with utmost prudence and properly;
Developing and implementing short, medium and long term plans for the NCHE,
Ensuring that the Council is kept informed of all the activities of the NCHE Secretariat;
Representing the Council at various fora and meetings at national and international levels;
Coordinating with both public and private higher education institutions on matters of common interest;
Managing and directing the day-to-day activities of the NCHE and being accountable to the Council on the same;
Making sure efficient and effective financial accounting and management systems, including work procedures and financial controls are implemented and maintained;
Ensuring timely preparation of budgets in line with the Malawi Government policy and seeing to it that the human resources needs are met;
Advising Government, through the Council, on the implementation of higher education policies and programmes;
Ensuring the implementation of the Council’s decisions and creating an enabling environment for the Council’s governance functions;
Performing any other duties as assigned by the Council from time to time.

Qualifications, Experience and other Attributes

Applicants should:

Have a Doctorate degree from a recognized university;
Be highly motivated, mature, self-starter and result oriented;
Have demonstrable competences in development of strategic plans;
Have high level of organizational management and administrative skills;
Have good interpersonal, leadership, negotiating and conflict resolution skills;
Have demonstrable knowledge of information and communication technology;
Have in-depth knowledge, experience and understanding of academic work in higher education institutions;
Have extensive demonstrable experience in issues of accreditation, quality assurance and general oversight of higher education institutions;
Be able to design and implement curricula and management systems and business plans;
Be able to relate well with the public as well as senior government and development partner officials; be a team worker and builder; be dynamic, innovative and highly motivated; and have financial discipline; and
Have at least ten (10) years of teaching experience in recognized universities.
Furthermore, the applicant must have held positions of Dean of Faculty or Senator or Principal of a college or other equivalent positions.

Appointment and Remuneration

The successful candidate shall be offered the position as a negotiable performance related contract for a period of three (3) years. He/she shall be offered an attractive salary and benefits commensurate seniority of position and his/her qualifications.
