Post: Principal Parliamentary Counsel

Grade: G/P7

Responsible to: Chief Parliamentary Counsel

Salary: Within salary range applicable to Grade I/PO in the Parliamentary Service

Purpose of the Job

To provide legal Services to the National Assembly.
Duties

Assisting in drafting and scrutinizing proposed amendments to Government and private members’ bills;
Assisting in advising the Attorney General’s office on litigation and procedural matters affecting Parliament;
Providing legal advice and opinions on administrative, constitutional, criminal and all related matters affecting Parliament;
Preparing copies of Bills passed by National Assembly for assenting;
Supervising the drafting of private Member’s Bills and Rules of procedure
Assisting in providing data to planning on the activities of the legal section;
Carrying out research on legal issues pertinent to the operation of the legal section;

Qualifications and Experience

A Bachelor of Laws (Hons) Degree with at least four (4) years working experience. Those with a license to practice in the Courts of Malawi, or experience in legislative drafting, will have an added advantage.

Purpose of the Job

To generate research based information for use by management, staff and general clients in their decision making.

Duties

Developing Research Plans and Programmes;
Designing and carrying out research studies;
Supporting parliamentary committees in research work,
Commissioning research on issues affecting the National Assembly;
Providing advice on good practice of both qualitative and quantitative methods;
Writing proposals for commissioned research and seeing its executive (implementation)
Monitoring and advising on developments in the legislative and policy frameworks that are of relevance to Malawi;
Evaluating project proposals and providing guidance on the same
Liaising with external researchers on research activities.

Qualifications and Experience

Bachelor’s Degree in any Social Science, or Statistics, or Education and Sociology with three (3) years experience in research work.

Purpose of the Job

To generate research based information for use by management, staff and general clients in their decision making.

Duties

Developing Briefs and background papers for MPs and staff on a variety of issues based on desk research,
Undertaking research and information analysis in support of policy
development, legislation and other related issues;
Conducting data analysis and reporting framework of policy in support of policy development and legislation;
Developing factsheets on different parliamentary issues;
Designing and implementing surveys and related activities within the research section;
Monitoring parliamentary business from the floor of the house in order to generate research areas.

Qualifications and Experience

Bachelors Degree in either Social Science, or Statistics, or Education and Sociology, with at least two (2) years’ experience in research work.

Purpose of the Job

To ensure that transcription equipment used by parliamentary reporters is working prior and during Chamber and Committee proceedings.

Duties

Scheduling duty and supervising technicians;
Carrying routine checks and maintenance of all Audio Visual equipment before and after every meeting of Parliament;
Maintaining an accurate inventory and archives of all recorded Parliamentary Audio and Visual material of reference, reproduction and Library deposit;
Providing advice in technical aspects of CCTV control room and camera installation;
Providing user support to Members in the use of electronic and sound gadgets in the chamber;
Repairing and replacing equipment when necessary.

Qualifications and Experience

Bachelors’ degree in electronics, audio video production from a recognised institution plus two years relevant experience.
