DIRECTOR: STRATEGIC INFORMATION AND EVALUATION

 The SI&E Director oversees an M&E Manager and a Senior Quality Improvement and Program Optimisation Officer. The SI&E Unit includes SI& E Officers based in the central office and district based Data officers. The SI&E Director coordinates with an Associate Director of Public Health Evaluation supporting research assignments/projects implemented by EGPAF.

DUTIES AND RESPONSIBILITIES

Monitoring Systems

Leads the development and implementation an overall integrated M&E plan for EGPAF Malawi program integrating project, program and organizational priorities
Leads the strategic development of digital applications, dash boards and other infromatics for systematic use by the country program
Supports the SI&E Manager to develop log frames for programs and/ or projects as required
Develops system for meaningful target setting and tracking of results achieved across a group of key indicators
Ensures that EGPAF’s quality standards in SI&E are met or exceeded each year.

Reporting

Coordinates all donor specific reporting requirements for all projects.
Data Use for Service Delivery and Program Improvement
Enables linkages between data reviews, use, and performance improvement across the organization
Oversees the SI&E Managers collection, validation, and storage of data on progress toward targets, in accordance with guidance provided by the Donors and the Ministry of Health.

EVALUATIONS

Works closely with other team leads to develop and implement evaluation priorities
Works with technical unit to identify and evaluate interventions to address key programmatic challenges using strong scientific methodology to inform the program, MOH, and the broader HIV field
Contributes to the documentation of program successes including the development of abstracts and manuscripts.

Representation and Technical Excellence

Actively Participates in country SI&E technical working groups and other inter-agency groups
Develop professional networks within and beyond Malawi in the SI&E field
Stays technically abreast of key developments in the SI&E field of practise

MANAGEMENT RESPONSIBILITIES

Oversees M&E Manager and a Senior Quality Improvement and Program Optimization Officer
Member of the EGPAF Malawi Senior Management Team.

REQUIRED QUALIFICATIONS

Advanced degree (Masters degree or above)in Epidemiology, Biostatistics, Public Health, Program Evaluation or health related discipline
Proven experience in health evaluation and/or research in developing countries, including protocol writing, survey design, data collection, and data analysis. Scientific publication elaboration is an added advantage

EXPERIENCE AND SKILLS

Minimum ten (10) years’ experience working in the design and implementation of strategic information and evaluation activities in HIV or a related area
Demonstrated strong written and verbal communication skills and strong team/capacity building experience
Proven self-starter and ability to work with limited supervision
Possesses determination to accomplish tasks on time with high degree of quality
Skilled in both qualitative and quantitative data collection and analysis methods
Experience working with United States Government (USG) donors, preferably PEPFAR programs.

ASSOCIATE DIRECTOR : PUBLIC HEALTH EVALUATION

 Job Responsibilities

Leads and manages the EGPAF/Malawi portfolio of research and evaluation activities including the generation of proposals and other requests for funding related to HIV clinical, implementation, or program effectiveness research
Leads and/or oversees all aspects of the research and evaluation studies, from idea conception, development of protocols and data collection instruments, personnel training, study implementation, data management/analysis to manuscript writing.
Work closely with the Technical and SI teams to identify priority program and public health evaluation questions
Identify and evaluate interventions to address key programmatic challenges using strong scientific methodology to inform the program, MOH, and the broader HIV field
Liaises with the EGPAF global regulatory officer to ensure all human subjects’ research protections are in place and all protocols undergo appropriate sponsor, U.S. and Malawi IRB review and approval.
Ensures the highest quality scientific, ethical and regulatory standards for all research activities
Supervises and mentors research team members to enhance their knowledge and career development
Leads the capacity building of EGPAF staff and Fellows, partners, and MOH personnel in the conduct of research through research trainings, mentoring, and sharing/review of relevant scientific literature
Fosters Learning and Capacity Building
Leads capacity building of the SI&E Unit and EGPAF staff and fellows, partners, and MOH personnel in the SI&E through trainings, mentoring, and sharing/review of relevant scientific literature.
Leads in preparation of study reports, abstracts and manuscripts and dissemination of results at district, national, and international levels.
Collaborate with the global Research team and research teams across EGPAF programs to leverage global expertise, share experiences, and facilitate multi-country research activities.

Required Qualifications

MD, PhD or similar advanced degree in Epidemiology, Biostatistics, Maternal Child Health, Public Health or HIV related sciences
Minimum of 5 years of proven experience in health research in developing countries, including protocol elaboration, design of surveys, data collection, data analysis, and scientific publication elaboration
S/He must have led from conception, development to report / or publication at least two protocols.
S/he must have authored at least two abstracts at international conference and one publication in a peer review journal
Experience in maternal, child health and HIV/AIDS research preferred;

Knowledge, Skills, and Abilities

Knowledge and understanding of HIV services, PMTCT, MCH, pediatric and adult HIV care and treatment
Knowledge of protection of human subjects in research and ethics regulations to ensure compliance with all local and international requirements
Proficiency in the use of databases such as Microsoft Access, Epi-Info and analytical software, such as STATA, SPSS, R is an advantage
Strong organizational skills, detail-oriented with ability to prioritize, take initiative and follow-through
Proven abilities in HR management and team work
Results oriented with a demonstrated ability to work effectively as a member of a dynamic team in a fast-paced environment and meet deadlines with competing priorities
Proficiency in English (reading, speaking and writing)
Strong communication skills, both oral and written

NATIONAL COORDINATOR

 The trust therefore seeks the services of a National Coordinator who will be responsible for the day to day running of the trust as well as the implementation of the strategic plan. The RTCDT Coordinator will be responsible for planning, management, resource mobilization and oversight of the RTCDT Coordination office in Malawi. S/he will lead in program implementation, institution strengthening, monitoring and evaluation and will ensure compliance by Trust members with the agreed letter of agreement, including related projects/programs, policies and strategies of the RTCDT. The Coordinator will also be responsible for management of donor funding and ensure timely submission of both financial and technical reports as per donor requirements.

Deliverables of the Secretariat and Trust Coordinator

Initiate and coordinate the Trust activities including identification of issues of interest, manage the Trust network and contacts, organize meetings, follow up with members to ensure activities they are responsible for are undertaken.
Identify and engage stakeholders from the private, public and civil society.
Conduct stakeholders’ analysis of the identified RTCDT members to determine their currents roles and potential collaboration with RTCDT.
Coordinate the activities of various players in the sector especially the DPs and government
To harmonize stakeholder interventions in the RTC sector and spearhead regular exchange meeting among players
Develop operational plan and budgets for Trust activities as outlined in the strategic plan.
Conduct capacity, technology and financial gap analysis.
Mobilise resources in order to sustain the functions of RTCDT
Engage pro-actively with relevant stakeholders to strengthen relationship between government, private sectors and development partners to improve the effectiveness of the trust.
Develop a broad understanding of the Trust’s work in Malawi including policy advocacy and lobbying.
Facilitate the development of a business plan by the private sector and advise on potential sources of finance to develop the business cases.
Conduct regular meetings with the private sectors to sell investment pack to potential players to facilitate investment in root and tuber crops.
Act as custodian of documents relating to the RTCDT and ensure equitable, timely and effective dissemination to members.
Act as secretary at RTCDT executive and general meetings.
Propose feasible financing mechanisms and fund-raising activities for the RTCDT
Call for meetings, compile and disseminate timely reports to the members of RTCDT.
Ensure prudent and efficient use of resources assigned to the Coordination office.
Any other business as delegate by the executive committee.
Reporting: The RTCDT will be reporting directly to the Board of trustees.

COMPETENCIES AND SELECTION CRITERIA

The candidate should have/be

A minimum of a first degree in Agriculture or other Development studies;
at least 5 years experience in project management and people management,
experience in managing multi-donor funded projects,
able to manage strict deadlines and should be able to work under pressure,
Good written and oral communication skills in English

Programme Support Officer – Case Management —(based in Mangochi)

Job Purpose:

To coordinate, implement and facilitate Concern Worldwide programmes at the household level, supporting the delivery of the graduation component of the livelihoods and resilience programme.

RESPONSIBILITIES AND TASKS

Identify and verify, in conjunction with the Programme Manager, beneficiaries and CBOs to participate in the programme.
To provide timely and appropriate support with regard to household income generating activities, management of their assets and building social and business networks.
Implement a continuous training scheme for graduation beneficiaries, including various agricultural/agribusiness trainings, capacity building and natural resource management activities.
Support the beneficiaries provision of cash and assets to in close cooperation with the Programme Manager.

Support the collection of data for the Department of Agriculture and the Social Cash Transfer Programmes.
Document and disseminate lessons learned with partners at TA and community level and within Concern Worldwide Malawi.
Prepares daily, weekly, monthly and quarterly plans and reports on her/his activities and submit to the Programme Manager.

CREDENTIALS AND EXPERIENCE

Minimum formal qualification at Higher Diploma, Degree preferred, in the field of agriculture/ agronomy/community development and/or social work
At least 4 years’ experience in a project implementation.
Experience in coaching and mentoring
Experience in facilitating capacity-building for CBOs and other local partners
Experience in practical use of participatory approaches
Report writing ability.
Fluent in Yao Language
Willing to stay in the community /area of operation
Able and willing to ride a motorcycle.
