TERMS OF REFERENCE
Background
In order to strengthen capacity and promote sustainable, market based livelihoods programmes for refugees and others of concern in Malawi. The UNHCR Office is in the process of identifying, diversifying and scaling-up livelihoods opportunities for refugees and host communities. In the next 5 years, UNHCR Malawi will promote and support market driven economic activities and further develop strategies to support the adaptation of livelihood systems of refugee and host communities. The Livelihoods Associate is therefore expected to have an appreciation of the Sustainable Livelihoods Framework and other approaches (markets for the poor, livelihoods poverty reduction, business entrepreneurship, and extensionin self-reliance) that anchor the programme. The first part of the UNHCR and Government of Malawi’s Ministry of Home Affairs and Internal Security (MoHIS) multi-year objectives will oversee the relocation of Dzaleka camp and it's transformation into a village settlement with a strong emphasis of livelihoods. The process of moving the camp is conceived on a village settlement model where the new arrivals are redirected to Katiri, in Karonga district in the Northern region of Malawi. The second part of the multi-year strategy is to invest in refugees, asylum seekers and inhost communities for the remaining camp populations. This cooperation aims to establish long-term sustainable livelihoods strategies that maximize the resources it mobilizes. The livelihood model is based on building and strengthening the capacity of this combined population to invest in sustainable livelihoods. The Livelihoods Programme of UNHCR Malawi will focus on supporting the development of sustainable livelihood options through innovative rural income generation strategies and equitable stakeholder arrangements in order to promote the increased resilience that refugees and host communities will need to face the challenges posed by poverty in protracted situations.
The value chain approach across economic livelihoods opportunities has been identified as a main instrument to identify and promote strategies, options, and opportunities which specifically support the poor to adapt to socio-economic change in a period when UNHCR has globally decided on a strong inertia for self-reliance and employment creation, as being integral to supporting refugees and host communities.
To meet the large expected investment in livelihoods through the “village settlement” in Karonga district (Katiri village settlement); to continue livelihoods activities in Dowa district (Dzaleka) and facilitate activities in Luwani camp in the Neno district requires a strong livelihoods team. The Malawi UNHCR office currently relies on one international senior livelihoods strategist, with additional responsibilities of conceptualising coordinating studies while assisting the country Representative with advocacy duties. In view of this staffing constraint there is therefore a need for two long- term Livelihoods Associates to join the team to get the programme on track and better focused.
Main duties and responsibilities
Under the direct supervision of the livelihoods focal point in the Programme Unit and in close cooperation with other staff in Protection and Programme, the Assistant Livelihoods Office will perform the duties;
- Implement and update the livelihoods strategy for the two camps,
- Design, in collaboration with relevant partners, market based livelihoods interventions.
- Assist in developing a livelihoods strategy for the relocation area/region;
- Assist the operation through working with the livelihoods partner in promoting awareness of the importance of livelihoods interventions amongst development partners, Government and the private sector,
- Prepare regular reviews and appropriate monitoring and evaluation plans to measure progress and achievements and ensure timely or proper documentation and permanent follow-up of all programme activities.
- Ensures the proper reporting is produced by the partner and disseminate findings as appropriate
- Timely communication, coordination and collaboration with partners, setting up of relevant reports, deliverables, financial reports and tracking programme assets provided by UNHCR to ensure that they are used for intended purpose
Specifically the Assistant Livelihoods Officer will perform the following tasks:
- Provide technical support to the livelihoodsprogramme through the following actions:
- Manage a livelihoods database through gathering additional necessary socio-economic data.
- Participate in all field surveys that are relevant for the livelihoods programme;
- Analyze livelihoods data, including correlating livelihoods with other data on social protection, health and nutrition, water sanitation and hygiene and produce reports timely,
- Provide field research results to the partners and programme team on a regular basis, if this research is independently undertaken as a means for tracking progress by UNHCR Malawian the impact of the livelihoods interventions,
- Share results with other partners, local authorities and report to the national programme team.
- Ensure programmatic and administrative follow-up of projects through the following tasks
- Share updates with the programme team and other relevant colleagues;
- Compile and submit completed project documents to the respective team for review and comments,
- Support organization and implementation of field dissemination workshops, meetings and coordinating with partners and refugees,
- Participate in programme implementation activities and undertake field visits to support partner for project implementation;
- Support compilation of progress reports, contribute with data for the mid-term review and annual reports for the monitoring and evaluation:
- Work as a team member/player within the UNHCR livelihoods team and to support other activities and promote institutional goals.
Minimum qualifications required and work conditions
- Bachelor’s Degree in Development Studies, Agriculture, Entrepreneurship and/or Marketing, on related fields
- A Master’s Degree in the relevant field would be an added advantage,
- 3-4 years of work experience in a similar capacity,
- Willingness to learn, to innovate and be creative as part of the job.
- Willingness work in rural areas, as the duty stationwill be in Dzaleka in Dowa district where the main livelihoods activities are to be undertaken.
- Demonstrated ability to speak and write fluently in English, as well as host country language (Chichewa in particular): knowledge of other languages desirable;
- Excellent computer skills (MS Office applications):
- Proven ability to independently handle correspondence, work independently with strong sense of initiative, discipline and self-motivation;
- A drivers license, and in particular motor cycle is essential for field purposes;
- Experience in field monitoring is preferred.
