Our Client, The General Representation of the Government of Flanders. Embassy of Belgium, is a development cooperation partner of the Government of Malawi. The Government of Flanders makes an Active contribution to poverty reduction in the Southern African region and supports development programmes in South Africa, Mozambique and Malawi.
The global agenda on sustainable development and poverty reduction is indicative for the Flemish development policy. This framework acknowledges that poverty reduction is not merely a matter of social measures. Inclusive and sustainable economic growth is a prerequisite for the creation of prosperity. Within the framework of its development policy, Flanders seeks to consequently charge social, economic and ecological sustainable development dimensions. The development cooperation with the Government of Malawi focuses currently on the sector of agriculture and food security. The focus of the bilateral cooperation between the governments of Malawi and Flanders is agreed and framed by a mid-term Country strategy Paper covering five years.
We invite applications from suitably qualified individuals to fill the vacant positions of Finance and Administration Officer to be based at its Malawi office in Lilongwe.
Overall description
Reporting to the Deputy General Representative of the Government of Flanders, the Finance and Administration officer is responsible for the financial control of all projects financed by the Government of Flanders, management of all financial records at the country office in Lilongwe, Malawi and participate in financial technical meetings with the Government of Malawi and other development partners.
He/She will advise the Deputy General Representative of the Government of Flanders on fiduciary risks, financial procedures, regulations and laws as well as ensuring the smooth operation of the country office of the Government of Flanders in Lilongwe, Malawi.
Areas of Responsibility
The main areas of responsibility for the position will be as follows:
Collection, completion and administrative processing of data in order to have files and documents with complete and correct information at one's disposal.
Verify and check documents and data in order to guarantee that formal requirements,procedures and regulations are respected.
Carry out the steps that are planned with respect to the processing of data and files in order to guarantee a good service through timely and correct handling.
Exchange Information and answer various questions in order to correctly inform clients and other parties involved.
Maintain work relations regarding files and data to guarantee an efficient development of the process through a good cooperation.
Carry out all sorts of operationally executive tasks in order to contribute to a smooth operation of the office including procurement,stores management and general administrative duties as assigned by Deputy General Representative.
Qualification and experience
University degree(minimum Bachelor degree), preferably in Accountancy, Business Administration or Finance plus a profession qualification such as ACCA or CIMA.
At least ten years work experience working with non-profit organization within the development sector, preferably for an INGO, UN, Donor agency or similar.
Minimum five years of relevant financial control experience within the development sector, preferably for an INGO, UN, Donor agency or similar.
Work experience in auditing is considered an asset.
In possession of a valid driving license.
Competence Skills Required:
Expertise in accounting, financial controls, procurement procedures and all relevant laws with regard to financial management.
Knowledge of various accounting packages such as ACCPAC, Quickbooks, Agresso or Sunsystems.
Computer literacy with proficiency in office packages(Word, Excel, Outlook and Powerpoint).
Pro-active attitude and ability to work independently and in a team.
Good communication skills in English, both written and oral.
Plans ones own work effectively and keeps producing high quality work under increased pressure.
Puts social and ethical standards into practice.
Willing to learn and adapt to ones own position and situation.
Solution oriented according to the clients needs in case of complex questions and problems.
