District Project Officer (DPO) 2 Posts

Place of work. Lilongwe for Blood Recruitment Project and Mzimba for Integrated Community Based Health Project.

Purpose of the Position

Reporting to the Programme Manager, the District Project Officer provides overall co-ordination of the Integrated Community Based Health Project at district level in liaison with district stakeholders; and support efficiency of blood donor recruitment, collection improvement and access to increased safe blood in partnership with Malawi Blood Transfusion Service.

The Key Responsibilities and Duties

Specifically, the activities to be carried out shall include but not limited to the following:

The District Project Officer is responsible for initiating, managing and implementation of successful project that focus on efficiency blood donor recruitment/integrated community based health project
Developing annual district operation plans and consolidating annual implementation plans.
Monitoring programme development and determining strategic opportunities at District levels, coordinating closely with the MRCS Blood manager, Field Staff, Malawi Blood Transfusion Service and other stakeholders
Developing district programme budgets together with the District Accountants as per Swiss Red Cross requirements and consolidate an overall district budget.
Ensuring that programme funds are being used in the most efficient and appropriate manner in line with programme action plans and financial management procedures.
Liaising / collaborating with government officers relevant to programme activities at District level.
Supervising volunteers, project staff and prof Working closely with community development committees, government, district and representatives of other NGOs within the project area.
Supervising and providing technical and moral support to subordinates and volunteers.

Qualifications and experience

Required

Bachelors Degree in Health and other related fields
3 years’ experience in similar positions
Skills in computer, Microsoft excel, Word and Internet is essential.

Desirable

Programme Financial Management.
Experience in project Monitoring and Evaluation
Analytical with good communication and report writing skills.

Community Development Facilitator (3 Posts)

Purpose of the Position

Reporting to the Assistant District Project Officer (ADPO), the Community Development Facilitator is to assist the ADPO in carrying out community mobilization activities with the volunteers; from both projects and provide technical support and supervises the volunteer coaches in the implementation of all activities in the project impact areas.

The Key Responsibilities and Duties of the Position

Assisting in the management. administration and implementation of day to day project activities and write monthly report to ADPO.
Assisting the ADPO in keeping proper records of all tasks performed in the project impact areas.
Conducting and supporting trainings/meetings of volunteers in liaison with Government partners in the impact area.
Mobilizing community in project impact areas through volunteers to identify the best combinations of community based health core interventions and blood donors
Working closely with Community Structures such as Sub-divisions

Required Educational Background

Minimum qualification of a Diploma in Public Health/ Environmental Health Or Community Development
Two years of similar work experience.

COMMODITY ACCOUNTANT

PRIMARY RESPONSIBILITIES

The Commodity Accountant will be a member of the CRS Commodity Management Unit functioning as the custodian of the Title II Food Commodities donated by USAID. As a member of Commodity Management Unit, the Commodity Accountant is responsible for the collection of data to enable the preparation of consolidated Commodity Management Unit CSR’s, RSR’s, LSR’s, DMCR’s and filing in of claims against third parties. S/he is responsible for the maintenance of Master Shipping Ledger, updating of Food Log at central office and NGO’s offices, and the preparation/review of payment requests.
General area of responsibility includes:
Documentation
Information gathering
Verification
Reporting

Specific repsonsibilities:

Prepare monthly and quarterly Commodity Status Report (CSR) and submit HOCM for review and on word submission to donor.
Prepare documentation of all loss reports for submission to USAID.
Analyze and monitor warehouse losses to prevent losses due to avoidable causes.
Maintain the filling system for the DMCR, CSR, and RSR on a monthly/quarterly basis.
Prepare claims of Title II Commodities against liable persons/agencies/counterparts in accordance with Regulation 11 and maintain a ledger.
Visit PVO to monitor commodity activities five days in month.
Prepare Consolidated DMCR’s based on loss reports and submit it to the Head of Commodity Management on a timely basis.
In put all data regarding commodity arrivals per B/L, Survey Reports and warehouse receipts, commodity dispatches, transfers, and balances into the Food Log computer software system.
Maintain the Commodity Management Master Shipping Ledger for distribution and Monetization by posting information based on shipping documentation, clearances, the survey report and other relevant documents in the ledger.
Maintain the Commodity Management Unit Master Commodity ledger by recording information contained in the Warehouse Daily Commodity Movement Form. Ensure that warehouse stock balances conform to the ledger.
Maintain commodity claim ledger book.
Carefully and speedily review/prepare payment request for transport of food commodities. Ensure that each payment request is accurately billed and free of error.
Carefully review surveyor commodity discharged, dispatched and receipts report and submit to logistics officer for review on time.
Carefully witness the re-bagging exercises to be carried out in the WALA warehouses in the absence of the independent surveyor and note any discrepancy in the process. Ensure that the quantities re-bagged are fully accounted for by physically seeing the unfit quantities.
Do a narrative report of each re-bagging, detailing all possible circumstances that resulted into the commodities being damaged.
Assist when required in the retrieval of Title II commodities from Counterparts warehouses and elsewhere as will arise.
Participate in internal audit related to commodity management and accounting at PVO level.
Perform other duties designated by the Head of commodity Management.

WASH PROJECT OFFICER

 Primary responsibilities

The WASH Officer will work closely with the Unit Head for WASH to provide technical support to CRS-funded WASH projects and ensure effective and efficient use of project resources by partner organizations. Primarily he or she will support the partners to draw up realistic project plans and ensure high quality implementation of the planned activities. He /she will prepare reports, review partner project expenditure and recommend to the Head of the Unit, activities for funding.
Specific Duties and Responsibilities
Project planning
Participate in developing annual work plans for the WASH programs.
Support partners to create annual and monthly work plans and budgets for WASH project activities
Provide technical support to implementing partners and ensure that new projects incorporate lessons learned and meet program quality standards.
Participate in project reviews and assessments and lesson learning and ensure that this feed into project planning.
Program Implementation
Provide technical support to partners and ensure that projects are implemented according to agreed targets, budgets and timeline.
Conduct regular field visits to ensure that implementation of project activities complies with approved standards.
Provide technical assistance to all relevant partners in areas of WASH programming.
Provide technical support and guidance to partners to ensure compliance to relevant CRS, donor and national government policies, regulations and procedures throughout the project cycle for all assigned projects.
Consolidate project reports from implementing partners and submit them to the Head of the Unit for further processing.
Facilitate assessment and capacity building support for partners in financial management, administration and programming.
Focusing on results, meeting approved targets, team process, and uses time efficiently.
Regularly update senior management and key stakeholders on program progress and challenges.
Manage financial resources with integrity
Do primary review of partner expenditure reports and highlight to the Head of Unit any questionable expenses.
Manage material and financial resources assigned to a project under his/her management, according to agency standards.
Identify resources (human materials and financial) gaps at partner level and present recommendations to address them.
Ensure quality and timely financial administration of the assigned projects.
Review funds requests from the implementing partners, ensuring that requests are in line with approved budgets
Collaborate effectively with staff and stakeholders
Work closely with partners and CRS staff to provide technical guidance on WASH-related interventions.
Support implementing partners in DCT and DEC meetings whenever necessary.
Participate in WASH network or other related meetings when assigned.
Foster linkages between CRS and other stakeholders involved in integrated WASH programs.
Liaise with other NGOs and implementing partners as necessary.
Identify and foster relationships with cross partners from government, private sector and academia to strengthen the quality of WASH programs outcomes and learning.
Key Working Relationships
Internal: Head of Programming, Sectoral Project Managers and MEAL Unit Head.

External: Partner organizations, government ministries, District Councils and other agencies and individuals in theM water and sanitation sector.

QUALIFICATIONS AND EXPERIENCE:
Degree in Environmental Health, Sanitation or Water Engineering, Social Science or related field plus three years of relevant professional experience, or Diploma plus eight years of relevant professional experience
Those with civil engineering background will have added advantage.
Demonstrate experience in working with partners in implementing water, hygiene and sanitation projects
Fluency in English and at least one locally spoken language
Demonstrated experience in managing staff, budgets and project activities.
Strong interpersonal and team skills.

IT CLIENT SERVICE ASSISTANT

 General Description

The main duties of this position are defined around first level IT client service within the country office and follow task norms associated with ITIL standards for helpdesk service. Additional tasks include IT training for clients, asset management, and hardware repairs. This position requires frequent interaction with staff, desk-side IT coaching, and has a limited network administrator role. The position is assigned to an IT support unit providing IT services to the Africa Region of the World Bank and reports to a Regional supervisor. This is an entry level, IT support position where candidates are expected to have a minimum of 1-3 years of experience. Recent university graduates who have attained a bachelor’s degree in areas of IT or related disciplines, are encouraged to apply.

This is a local position based in the country office and is expected to be part-time (up to 150 paid days per year). Basic communication in English is expected for some activities in the work program.

Duties and Accountabilities

Provides standard support for mobile devices including smart phones, tablets and laptop computers.
Provides office level network administration, including routine troubleshooting, maintenance and hardware software upgrades.
Installs, configures, and supports Bank-standard hardware and software.
Provides technical support to office staff and visiting missions.
