ASSISTANT ACCOUNTANT

 The College of Medicine, a constituent College of the University of Malawi is looking for suitably qualified individuals to fill the position of ASSISTANT ACCOUNTANT for the various projects at Research Support Centre, tenable at the Blantyre campus.

Duties and responsibilities will include but are not limited to:

Preparing and coding projects data posting sheets for purchases and creditors and submitting them for checking and approval.
Attending to all queries relating to projects purchases and creditors.
Collecting statements from suppliers and debtors and checking them for arithmetic accuracy.
Preparing schedules for long outstanding creditors and debtors for write off.
Following up on projects general debtors by sending out reminders.
Collecting data on projects purchases i.e. copies of orders, invoices, credit notes, copies of approved purchase requisitions and proforma invoices to support creditors’ payments.
Preparing and coding data posting sheets for projects general debtors and submitting them for checking and approval.
Attending to all queries relating to projects general debtors.
Preparing payment vouchers for projects general debtors refunds, creditors, direct purchases and staff claims.
Filing copies of orders, approved purchase requisitions, supplier delivery notes, and goods received notes issued by stores for projects.
Any other duties assigned from time to time.
Qualifications and Experience

Diploma in Accountancy
Minimum of two years’ working experience
Must be conversant with ACCPAC

CLINIC PROJECT COORDINATOR

 MAIN DUTIES

Project Monitoring and Evaluation

Lead the project team in developing and revising the M&E framework including developing indicators and setting annual targets to be achieved.
Coordinate all monitoring and evaluation activities of the project such as collecting all the statistical data pertaining to the project and ensure quality and proper management of the data.
Implement the project in line with the agreed time lines and resources to promote efficiency.

Reporting and Documentation

Synthesize and submit reports on project progress according to agreed time lines and format for writing quarterly, biannual and annual reports.
Maintain proper documentation of achievements, lessons learned, successes and best practices, and disseminate these to stakeholders.

.Financial Management

In liaison with the assigned IGA Accountant at College of Medicine, ensure efficient and effective utilization of project finances.
Ensure that project funds are spent according to approved budget lines by tracking the budget from time to time.
Ensure that all the requisitions are backed by the relevant documents including liquidations and receipts from the previous requests.
In liaison with the assigned IGA Accountant at College of Medicine, ensure that financial reports along with supporting documents are submitted to the MPCP committee and College management according to the agreed time lines and framework for writing financial reports.
Organize internal meetings to periodically update the MPCPcommittee on the financial status of the project including exploring and suggesting ways of promoting efficiency and financial sustainability.

.Procurement

Ensure that all purchases and payments are made in accordance with tender procedures as per procurement act. This will be in consultation with the college procurement office
Facilitate the procurement of items in the MPCP budget on a timely basis.
Ensure that all items procured during a specific period are budgeted for and covered by the budget.

People Management

Assist College management in identifying personnel required for the short term and long term running of the project
Provide leadership to the project team including working with them to set targets to be achieved in a given or agreed timeframe.
Conduct staff performance appraisal and provide feedback in a manner that will enable them to improve performance at work.
Facilitate and explore appropriate ways of motivating the project team to ensure success of the project.

QUALIFICATIONS AND ATTRIBUTES

A minimum of Bachelors Degree in Public Health, Social Science, Project Management, Development Studies or related fields with relevant work experience;
A minimum of 7 years work experience, 5 of which should be in progressive project management capacity;
Must demonstrate a good understanding of the health system in Malawi ;
Must demonstrate an understanding of the importance of project management cycle with practical experience in project design, implementation and monitoring and evaluation;
A clear understanding of management processes such as planning, leading, organizing and coordinating, which are critical for the success of the project.
An individual with the highest level of integrity – someone who will be able to account for the project expenses taking into account efficiency and best value for money.
A stable and reliable person with commitment to ensuring that the project achieves its goal and objectives.
A people person with strong networking, team work and interpersonal skills.
Strong oral and written communication skills with ability to write good narrative progress reports.
Computer knowledge and skills i.e. Microsoft packages.
Financial management skills including knowledge of donor expectations.

ASSISTANT PROCUREMENT OFFICER

TASKS AND RESPONSIBILITIES

The Assistant Procurement Officer will be responsible for facilitating and guiding all procurement services in accordance with World Bank and Government of Malawi procedures and standards. He/She will work closely with professional staff assigned to the ACEPHEM project; Principal Investigators, Project Coordinators and other stakeholders involved in the project.

SPECIFIC DUTIES

i. Procure goods, works and services according to the World Bank Rules and Procedures
ii. Participate in the preparation of bidding documents, tendering, evaluation of proposals and selection of the successful bidder.
iii. Prepare Annual/Quarterly Procurement Plans and Reports for timely submission to the Director of Research Support Centre and the CollegeProcurement Officer.
iv. Prepare documentation for Procurement processes bidding documents, request for proposals, Evaluation reports, Contract and award notices in compliance with guidelines and procedures.
v. Liaising with the Projects team and external stakeholders to determine procurement needs, quality and delivery requirements for the project are
achieved timely.
vi. Administering contract performance including delivery, receipts, warranty, damages, quality, quantity and insurance and advising the Procurement
Officer and Director of Research Centre on suppliers who fail to meet specifications.
vii. Establish a procurement planning and monitoring system in line with World Bank procurement templates (STEP).
viii. Establish and update an effective inventory contract system.
ix. Prepare draft contract documents for Internal Procurement Committee (IPC) consideration.
x. Managing procurement requisitions in the R-Plus, Electronic Grants Management System (EGMS) or any other database that may be used and managing the supplier database.
xi. Preparation of weekly procurement status reports for review by Procurement Officer before sending them to Director of Research Support Centre or Project Team Leaders.
xii. Enforcing standards and best practices in procurement by maintaining knowledge of applicable rules, legislation, and regulation.
xiii. Record keeping for procurement reviews and audits.
xiv. Carry out other duties as may be assigned by the Procurement Officer from time to time.

QUALIFICATIONS AND EXPERIENCE

Bachelors Degree in Procurement and Logistics Management or Supply Chain Management
Three (3) years experience in handling procurements in reputable organization
Candidates with a Professional Qualification of Chartered Institute of Purchasing & Supply (CIPS) will have an added advantage.
She/he should have experience in donor funded and Government of Malawi procurement procedures and standards.
Knowledge in National and International Competitive Bidding is a must.
