VOUCHER EXAMINER

 An opportunity is available for a suitably qualified and experienced Voucher Examiner in Malawi.

The successful candidate will serve as Voucher Examiner in the Office of Financial Management (OFM) of United States Agency for International Development (USAID) /Malawi (OFM), Examines various types of simple to more complex administrative vouchers, invoices, domestic and international travel vouchers, and other miscellaneous vouchers for payments.

MAJOR DUTIES AND RESPONSIBILITIES:

• Examination of various types of simple to more complex administrative invoices and/or vouchers which include but is not limited to purchase orders, contracts, leases, utilities, telephone, carrier transportation vouchers for air-tickets, shipment of household effects, consumables, baggage vouchers, medical expenses, allowances, cashiers’ replenishment vouchers, and other miscellaneous vouchers as follows:

* Verifies that they are correct and conforms to the terms and conditions of the authorizing documents, such as purchase orders, contracts, leases, etc., and with applicable regulations.
* Verifies that all arithmetical computations on invoices/vouchers are correct and accurate.
* Verifies that all invoices/vouchers are administratively approved by the authorized and/or receiving officer indicating that the ordered goods and/or services are received in satisfactory condition and that the invoice/voucher is proper for payments.
* Ensures that all supporting documentation including the original invoice, delivery or consignment note, or commercial bill of lading or airway bill, as applicable, are attached to the voucher.
* Verifies that the fiscal data on the voucher is correct andcomplete and determines in coordination with the Accountant/Accounting Technicians that funds are obligated and available for payment of the invoice/voucher.
* Obtains, where necessary, additional information, documentation, and/or clarification on doubtful or questionable payments.
* Prepares voucher suspension or rejection statements where required and advises payees of such suspension or rejection.

• Verifies payment vouchers in Phoenix for Funds Availability Verification to ensure the right data is entered such as: Disbursement Office Codes, fiscal data, amounts, payee names and bank details for EFT requests, mailing address for check requests, and mailing codes.
• Reviews routine and/or domestic travel claims or vouchers:

* Verifies that they conform to the travel authorization and regulations regarding routings, per diem, use of proper commercial facilities etc.
* Prepares or verifies hypothetical travel itinerary when traveler deviates from authorized routing.
* Prepares voucher examiner’sstatement giving detailed explanation of any suspended amounts or rejected vouchers with references to pertinent regulations,
* Determines if travel advance was issued and computes amount due to the traveler or U.S. Government, after applying the outstanding advance to the travel. Notifies traveler promptly, with request to refund any amount due to U.S. Government.
* Assists employees/travelers in corrections/documentation requirements of travel claimsvouchers.

POSITION ELEMENTS:

• Supervision Received:

* Reports directly to the Supervisory Voucher Examiner who establishes basic parameters and determines priorities.
* Routine and recurring work is reviewed on a periodic basis while task oriented work is reviewed when complete.

• Available Guidelines:

* Basic USAID Handbooks, Automated Directive Systems, Foreign Affairs Manuals, Standardized Regulations, Federal Travel Regulations, Mission Notices.

* Expected to exercise prudent judgment within parameters established by supervisor and must be able to apply prescribed regulations and guidelines effectively and independently to his/her work.

• Nature, Level, and Purpose of Contacts:

* Establishes and maintains effective communication withthe mission EXO and SO Team Leaders, Embassy Officials and contractors, Grantees, appropriate Government of Malawi Officials, local and international vendors as required to ascertain status of payments, voucher, etc., and to initiate actions and/orfollow-ups on outstanding matters as necessary.

• Time Required to Reach Full Performance Level:

* Time required to satisfactorily perform full range of duties after entry into the position is 12 Months.

MINIMUM REQUIREMENTS:

• Education:

* Completion of college diploma studies in accounting, financial management, business management, or related field.

• Prior Experience:

* Minimum of three years of progressively responsible work in voucher examining, accounting and related fiscal work.

• Post Entry Training:

* Complete on-the-job and/or other formal training in USAID voucher review procedures and related regulations, to include applicable sections of Foreign Affairs Manual, Travel and Transportation regulations, Phoenix reports, Standardized Regulations and USAID regulations and procedures, the Prompt Pay Act, Mission administrative notices or orders, handbookson Grants and Loans, Commodity Procurement andCountry Contracting.

• Language:

* Level III English (speaking, reading and writing) is required.

• Knowledge:

* Good working knowledgeof generally accepted accounting principles and procedures.

• Skills and Abilities:

* Ability to comprehend and logically and properly apply to the voucher examining process various and detailed technical program regulations.
* Must have tact and ability to explain clearly and convincingly the rationale forpayment suspensions and voucher rejections.
* Proficiency in use of computers and office computer applications, especially Excel and Word.
* Typing Level I (less than 40 w.p.m.).

Reporting to the Head of Partnership and Liaison, the incumbent will be expected to ensure that the Private Sector and Civil Society Organizations working in Malawi are meaningfully engaged in the national response to HIV and AIDS and that they have adequate capacity to implement HIV and AIDS programmes.

The ideal successful candidate will be expected to perform the following key dupes and responsibilities:

Ensure that Civil Society Organizations and the Private Sector are proactively mobilized to design, plan, implement, monitor and report on HIV and AIDS programmes, in line with the National HIV and AIDS Strategic Plan, National HIV Prevention Strategy and the National HIV and AIDS Monitoring and Evaluation Framework.
Collaborate with MANASO and MBCA in order to ensure that there are adequate inter and intra-sectoral coordination structures and mechanisms for Civil Society Organizations and the Private Sector for sustainable partnerships.
Collaborate with MANASO and MBCA in order to ensure that Civil Society Organizations and the Private Sector have the requisite capacity and expertise to design, implement and monitor HIV and AIDS Programmes; and, mainstream HIV, Gender and Human Rights issues.
Support Civil Society and Private Sector Organizations in identifying practical resource mobilization strategies for the sustainability of sectoral and national HIV and AIDS Programmes.
Provide routine and ad hoc technical support and advisory services to Civil Society and Private Sector Organizations in HIV and AIDS and other related issues, for quality assurance and control.
Monitor and report progress updates as well as emerging issues in the Civil Society and Private Sectors.

THE PERSON

The Ideal candidate should have:

Bachelor’s Degree in Social Sciences, Business Administration or any other related Development Studies
A minimum of 3 years working experience in the HIV and AIDS field.
Able to work on own initiative and with minimal supervision.
Able to think and work strategically, while paying attention to detail.
Analytical skills in the area of HIV and AIDS, particularly pertaining to HIV and AIDS mainstreaming and capacity building.

Assist in the development of national policies, strategies, programmes and standards for HIV and AIDS advocacy.
Monitor and document national, sub-national and relevant global developments on human rights, gender and their impact on the national HIV and AIDS response.
Maintain a database of strategic and program information including work policies; strategies; programmes; networks; capacity building outputs, resources and opportunities.
Ensure sharing of information, tools and best practices on human rights, gender and HIV with local, national and international partners.

THE PERSON

The Ideal candidate should have:

A minimum of a Bachelor’s Degree in Social Sciences, Public Health or any other related development field.
At least 5 years of progressive professional experience in heath and development work, focusing on policy development, advocacy, programme design, implementation and monitoring.
Advanced knowledge and understanding of the HIV and AIDS situation and trends for Malawi, including social, economic, gender and human rights dimensions.

Head of Division Radio Network Planning and Quality.

The position reports to Chief Technology Officer and is responsible for the over arching focus of the Network Quality under the Engineering Group. The position drives key support, planning, optimisation and end-to-end network quality management

RESPONSIBILITIES:

High-level support

• Provides Best Practice and Tier-2 support services for all Access networks by establishing a new High Level Support area.
• Identify, test and introduce new software releases and patch release for the Access Network domain. This will include first-off deployment trials and will be responsible for rollout co-ordination
• Identify, test and introduce all new features, functionalities and Performance Improvement packages into the network
• Perform supplier selection of RAN equipment as well as peripheral equipment that could affect or influence the air interface / radio signal i.e. Antennas, feeder systems, combiners, Indoor solutions etc.
• Evaluate radio peripheral equipment for use nationally. This includes but is not limited to items such as antennas, feeders, amplifiers.
• Ensures seamless integration of new technologies into existing network, including inter operability with Core, IN and VAS areas.
• Conduct live trial of new radio access hardware and software on a small scale to confirm integration, performance and system interaction by the hardware / software under test.

Network Optimisation

• Co-ordinates regular optimisation and best practice meetings with suppliers and regions. The focus of which will be to co-ordinate activities, provide guidelines and do knowledge transfer on specific subjects to regions.
• Identify and categorise parameters within the RAN databases into optimisable and non-optimisable parameters.
• Audits and rectify all non-optimisableparameter values.
• Provides best practice guidelines andstrategies for the implementation and introduction of technologies, features and functionalities.
• Rollouts strategies and target areas for technologies, features and functionalities and will provide guidelines to region.
• Sets targets and KPI’s that must be achieved to rollout, performance and efficiencies to each region
• Aligns all activities with global best-practise, initiates and manage specialised campaigns to improve performance supported by regions from time-to-time.
• Provides frequency planning support to regions spanning regions.
• Test, analyse and manage mobile terminals for functional support and network interaction with network enabled technologies, features and services.
• Runs regular audits to determine andreport on regional alignment with optimisation initiatives that will be benchmarked across the country.
• Initiates and manage campaigns required by Commercial for specialised products and initiatives.

• Resolution of advanced EMI issues (interference, spill over, jamming devices.) escalated by Operational entities to the Network Quality Engineering team.

• Co-ordinates and support all Electromagnetic Emissions Management operational issues.
• Investigations into best practice deployment of new radio technologies
• Co-ordination of SW/HW roadmap regarding TNM’s requirements for future enhancements.
• Manage performance related to the Support Contracts with vendors - trouble tickets and change requests.
• Supplier technical review meetings with Operational arms and NMC.Service Assurance.
• Develop complex statistical and performance counters to develop new concepts and toolsets to support strategic Network performance Analysisand Performance Evaluation across the network.

Strategic Planning

• Formulate a 5 year technology strategic plan for the radio environment for:

• Oversee traffic impact studies to determine the effect of new services on network infrastructure
• End-to-end Seasonal Traffic planning
• Draft technical input to license applications/regulatory submissions with regards to frequency spectrum.
• Monitor the interaction between network elements and managing best practice within the Operational arm and other Mobile Telecoms disciplines.
• Co-ordinate queries regarding the integrity of clutter, prediction models, vector and antenna databases, in consultation with IT Support Tools.
• Co-ordinate queries regarding the integrity of the DTM database, in consultation with IT Support Tools.
• Develop policies and procedures withregards to best practices in the RF Planning tool.
• Support GIS related activities e.g. Location Services.
• Coverage assurance functions, such as provision/analysis of national coverage plots for various reasons (associated with potential National Roaming Agreement, GSM Association, Regulatory applications, marketing and Sales Initiatives).
• Update of certain associated databases (relating to location based services for example).
• Coverage analysis for purposes of risk management or to meet Legal obligations.
• Coverage tool evaluations and optimisation of databases used in coverage predictions.
• Investigate the relationship between revenue and network traffic, with a view towards maximising the profitability of proposed enhancements and upgrades in network infrastructure
• High level coordination of all network planning with a view to linking budget to growth projections and facilitating harmonious expansion of all network elements in a synchronised manner.
• Draft technical input to license applications/regulatory submissions with regards to frequency spectrum
• Centralised Radio Project Management

Desired Qualifications, Experience and Skills
