| Key Duties and Responsibilities
Provides leadership for the formulation of HR strategy, policies and annual program of action to ensure that the human resource department contributes effectively and efficiently to the Goals of Malamulo College
Participates in the formulation of departmental budgets and manages resources allocated prudently and in compliance with financial policies and practices.
Conducts training needs analysis annually and develops a training calendar to meet staff training and development needs for good job performance.
Coordinates training issues in liaison with relevant departmental heads.
Administers performance and reward management systems processes and procedures in accordance with and code of conduct in a way that ensures the legal, consistent and fair reward for performance and administration of discipline.
Develops and maintains a database of staff records in appropriate formats enabling quick access and retrieval.
Maintains records for leave, performance appraisal, training, and other personnel administration.
Provides accurate information related to personnel administration to aid management decision making on a timely basis, as requested.
Provides professional technical support to Malamulo College at both the leadership team and department levels to ensure that management style and decisions made in the management of human resources are within the applicable Malawian labour laws and reflect good human resource management practice.
Provides leadership in the management of policies and procedures relating to the maintenance of discipline and good working relationships within Malamulo College
Supervises the Assistant Human Resources Officer to ensure that performance management and training & development activities are implemented effectively so that staff in Malamulo College has the knowledge, skills and attitudes to meet current and future performance requirements.
Personally maintains personal files of Senior Staff and participates in interviews, performance counseling, disciplinary enquiry hearing for senior management staff and provides professional advice in all cases.
Provides informative management reports on the performance of the human resources function.
Carries out any other related tasks that may from time to time be reasonably assigned.

Qualifications and work experience
Degree in Human Resources Management/Business Administration or related field plus 2 years experience as Human Resource Manager or at Senior Management Level.
