MCHIKUMBE SACCO is a newly registered Savings and Credit Cooperative Ltd (SACCO) whose primary objective is to afford all farmers an opportunity to access savings and affordable credit services as a way of enhancing their social-economic well-being. The Head office is situated at Ntchisi and will have satellite or branch offices in Mponela in Dowa. The SACCO is expected to start operations within the next one month and would like to recruit and fill a vacant position at the SACCO as follows:

Cashier (2 Posts)

Duties and Responsibilities

Accepting deposits on the counter from members.
Encashing members deposit withdrawals.
Disbursing loan proceeds to members.
Posting transactions into the computer and/ or ledgers
Keeping cash on hand in a safe manner
Filing of vouchers and documents
Opening and closing accounts as approved by the SACCO Accountant.
Reconciling accounts and ledgers
Producing weekly monthly and any other periodic reports as required by the SACCO Accountant.
Writing office vouchers (debits and credits)
Writing cheques and payment vouchers for SACCO payments
Arranging and writing bank deposits.
Performing any other duties as may be assigned by the SACCO Accountant from time to time.
Qualifications

Minimum of a Certificate in Financial Accounting from a recognized institution.
At least two years experience in a similar position.
Proven working knowledge of computer packages related to banking operations

Basic function of the Job

Reporting to the HR and Administration Manager, The Procurement Officer will be responsible for facilitating and guiding all procurement services according to BHT, donors and Malawi Government Procedures and Standards. The Procurement Officer will work in close collaboration with respective directorates. The Procurement Officer will perform local and international procurement and contract management duties in support to the core operations of BHT.

Major Duties and Responsibilities

Contribute towards the development of procurement plans and processes in accordance with BHT policies and procedures.
Coordination of procurement needs in liaison with various directorates and development of working tools.
Providing advice and guidance on procurement issues to all stakeholders.
Coordination of supplier pre-qualification process and management of supplier database and all available channels of communication to research products or services to meet requirements.
Maintaining supply chain management for better relationship between suppliers and BHT.
Maintains accurate records of all phases of procurement process, both in paper files and computer databases.
Identifying possible sources of supply, obtaining quotations, requesting bids and reviewing responses.
Prepare purchase orders, procurement documents, supporting paperwork, correspondence and reports using specific systems.
Remain active in each procurement action until delivery of goods or services is finalised.
Ensure value for money in all procurements.
Provide regular status updates on all pending procurement actions to BHT senior management
Coordinate with clearing agents regarding clearing of goods procured from offshore suppliers
Process duty waiver application and follow up with the relevant stakeholders.
Ensure there is proper justification and clear project intentions when seeking approvals from donors where applicable before procurement is done according to policy.
Be the focal contact person with donors on all procurement issues.
Ensure all documentation is in place as a standard practice and assist in providing information required during audits
Additional Duties and Responsibilities

Production of monthly procurement reports
Managing of all procurement documentation.
Monitoring of all equipment on transit.
Qualifications

At least a Bachelors Degree in Supply Chain Management or its equivalent
Registered Member of Malawi Institute of Purchasing and Supply (MIPS).
Work experience:
At least 3 years of relevant work experience in a similar position.
Language Proficiency: Excellent oral and written English and Chichewa languages.
Skills and Knowledge:

Able to multi task, be independent, mature and able to work under time-pressure.
Demonstrated excellent interpersonal skills as well as skills in supporting clients.
Excellent time manager, flexible, quick learner and innovative.
Analytic and negotiation skills.

15. Develop marketing materials for the SACCO to ensure brand superiority and visibility.

16. Maintain the ambiance of the SACCO’s premises and outlets.

17. Filling of Business development related documents.

18. Rendering guidance to all employees in the SACCO on the marketing and business development related issues.

19. Performing any other duties as and when assigned by superiors.

Department Overview

Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Pact Malawi office contributes to realizing this purpose through the FISH project by applying an integrated approach to improve the conditions and well –being of residents of fishing communities around the four lakes in Malawi. The Monitoring and Evaluation (M&E) team facilitates this by providing data on the reach and success of the implementation of FISH guiding implementation and enabling the program to be responsive to the needs of the project’s beneficiaries

Position Purpose

Reporting to the M&E Specialist, the Senior M&E Officer is responsible for leading and overseeing collection of monitoring data related to DREAMS activities under the FISH project. The Senior M&E Officer will be based in Mangochi, and will closely work with the DREAMS Manager and FISH project staff to frequently engage with activities, review data collected for accuracy and quality, and advise project leadership on the project’s progress towards key indicators. The Senior M&E Officer will also advise project staff on the development of donor reports, and will aid in providing updates to key stakeholders on project achievements.

Key Responsibilities

The Senior M&E Officer will be fully dedicated to supporting and overseeing collection of data related to the DREAMS activities under the FISH project.

This will entail:

Regular visits to field implementation sites to verify project data, assess the M&E system, identify weaknesses and propose and implement solutions, and build the capacity of field workers;

Support the timely submission of DREAMS data into USAID’s PROMS database;

Coordinate with FISH and DREAMS Mangochi based staff on the work plan, and advise on project progress;

Work closely with the M&E Officer and delegate responsibilities related to DREAMS data collection, analysis, and overview;

Provide regular updates to project leadership and stakeholders in the relevant districts on DREAMS achievements;

Coordinate with health facilities to verify referrals, and with other DREAMS partners to ensure data is not double reported;

Conduct trainings for DREAMS staff on data collection systems and tools;

Lead project assessments such as focus group discussions and questionnaire development for key information interviews to ensure project plans are on track;

Advise FISH project staff during development of quarterly reports;

Lead development of informational tools such as project summary documents and information on the website associated with DREAMS activities;

Develop and implement a data flow/data management system for DREAMS activities.

Basic Requirements

Strong English language skills both written and oral;

Degree in Public Health, Statistics, or other related field and at least 8 years’ experience on projects in the HIV sector;

High degree of professionalism and organization with strong commitment to submission of deliverables in a timely manner;

Proven ability to design and manage monitoring and evaluation systems on development projects;

Demonstrated capacitto facilitate training workshops on M&E with local organisations;

Experience supporting US Government funded programs in Malawi;

Willingness to be based in Mangochi;

Ability to travel at least 40f the time.

Preferred Qualifications

Knowledge of USAID M&E reporting systems.

Under the overall delegated authority of the Director/Head of the Office; Senior Programme Specialist- Education and the direct supervision of the Finance and Administrative Officer, the incumbent will provide administrative support services STEP project in compliance with UNESCO Rules and Regulations, practices, standards and procedures and undertake the following tasks and responsibilities:

Verify and process payments: Code, record and reconcile accounting transactions;

Generate expenditure reports from the automated systems;

Monitor and control commitments and expenditures;

Assist in the preparation, cost estimation and finalization of budget reports, carry out preliminary analysis of variances between budgets and actual expenditures; cross check consistency of figures;

Make arrangements, assist and advise on shipping; liaise with UNESCO General Services assistant
